Affordable housing economic viability assessment
The National Planning Policy Framework (NPPF) requires that careful attention is given to viability and costs in plan-making and decision-taking. Paragraph 173 of the NPPF states that:
"To ensure viability, the costs of any requirements likely to be applied to development, such as requirements for affordable housing... should, when taking account of the normal cost of development and mitigation, provide competitive returns to a willing land owner and willing developer to enable the development to be deliverable."
Having regard to this, the city council has produced an affordable housing economic viability assessment, which focuses on the implications of developers having to provide affordable housing. The assessment and annexes can be downloaded below.
