Rateable Value appeals
Normally, a person with an interest in a property can make an appeal against its rateable value if they think it is wrong. Appeals are handled by the Valuation Office, an agency of the Inland Revenue.
There are certain restrictions to what appeals can be submitted and the effective date of those appeals. At the present time appeals can be made against the Rateable Value shown in the 2005-rating list, however, appeals can no longer be submitted against the 1990, 1995 and 2000 rating lists.
The appeal must be submitted to the Valuation Office, further information is available and appeals and can be submitted on line by contacting the Valuation Office web site.

Payment of your account when an appeal is submitted
If an appeal is submitted, payment of your account should still be made as requested on your bill. If you are successful with an appeal, any relevant overpayment will be forwarded to you automatically. This relevant overpayment will also attract interest unless recovery action through the Magistrates Court has taken place.
Transitional Phasing
Obtaining a reduction in your Rateable Value is not necessarily going to automatically lead to a reduction in your rate charge. An account in transition has the level of the charge restricted by applying a transitional adjustment. A change in the value may only reduce the amount of transition applied to the account; this adjustment may reduce or cancel out any expected reduction in charges.
