Core Strategy

Consultation on the Core Strategy Alternative Options Report closed on Friday 29 May.

The Core Strategy is the central Development Plan Document (DPD) in the Local Development Framework. The Core Strategy is a strategic level document which will provide the spatial planning vision and strategy that will shape the future of Salford.

The Core Strategy will:

  • set out the long-term spatial vision for the city (up to 2027), and the overall strategy for delivering that vision
  • identify the overall level of different types of development (including housing, employment, retail, and leisure) that is envisaged in the city during that period, and the general geographic distribution of that development
  • identify the main improvements in infrastructure that are required to support that scale and distribution of development
  • define the city’s hierarchy of town and neighbourhood centres
  • set out the strategic spatial policies for the city
  • include a Key Diagram; illustrating its main provisions, and a number of strategic site allocations
  • identify the links with, and support the delivery of, other key strategies and plans, including the Community Plan

The strategic guidance within the Core Strategy will provide the framework for other documents in the Local Development Framework.

A timetable for the production of the Core Strategy is set out in the Local Development Scheme, which was approved by the Secretary of State on 9 September 2008 and came into effect on 3 October 2008. The Local Development Scheme is currently being updated to reflect the changes to the Core Strategy timetable. Details of the revised Local Development Scheme will be published on this page once it is available.

Previous Core Strategy Consultations

The Core Strategy Issues and Options Report was published for consultation in October 2008. The report included a spatial portrait, vision and objectives and four possible strategic options for how the city could develop. A significant number of comments were received through the consultation, which ended on Friday 23 January 2009.

Details of the comments received through the consultation are now available to download at the foot of this page. Documents available to download include a schedule of the written representations received, and a summary of the representations received.

All residents and businesses in Salford were sent a questionnaire which sought their views on the four strategic options and key priorities. A report providing an analysis of the responses received through the questionnaires and a report summarising the discussions held at the external meetings/events during the consultation period are also available to download.

Through the Core Strategy Issues and Options consultation, a number of individuals and organisations suggested their own 'Alternative Options' for how the city should develop. The Core Strategy Alternative Options Report summarises the Alternative Options put forward. Comments were invited on the Core Strategy Alternative Options Report over a 7 week consultation period, which ended on Friday 29 May 2009. A schedule of the responses received on the Core Strategy Alternative Options Report will be published shortly.

Previous Core Strategy consultation documents are still available to download on the website. This includes the Core Strategy Issues and Options Report, the Sustainability Appraisal of the Issues and Options, the Background Report for the Issues and Options and the Core Strategy Alternative Options Report.

What happens next?

The city council will consider the comments received in response to the Alternative Options Report, as well as all the representations received on the Core Strategy Issues and Options Report. Consultation on the city council's preferred option will take place between October and December 2009.
