Strategy and commissioning

The Commissioning and Contracts section of Strategy and Commissioning, Children’s Services based at Avon House offer a wide range of functions and services;

Functions

  • Commission and monitor a range of services for children and families within Salford.
  • Monitor quality and benchmark across services, including in-house services, to enable comparisons to be made.
  • Make recommendations for improvements as appropriate.
  • Manage tendering and other procurement systems, encouraging competition, ensuring fairness and continuity of service.
  • Manage the outside placement budget.
  • Collect feedback from colleagues and service users and feed this into the monitoring process.
  • Engage young people in consultation, service design and procurement processes.
  • Contribute to data collection for Placements North West, distributing information as appropriate.
  • Produce quarterly and annual monitoring reports and distribute to partners, providers and other stakeholders.
  • Manage spot purchased outside placements.
  • Go out and visit a range of providers of different services for children and families.

Services

  • A liaison service to Social Work teams, in particular advising on the Outcomes Driving Commissioning toolkit and attendance at panels.
  • A liaison service to key Social Care Officers ensuring the Commissioning team is aware of operational matters which will influence how or what we commission.
  • Manage and service the Complex Needs panel on behalf of Children’s Services and the Primary Care Trust (PCT).
  • Manage the Looked After Children’s, Children’s Rights Strategy Group.
  • Offer support and advice to other colleagues involved in commissioning, particularly the Children and Adolescent Mental Health Service. (CAMHS) Co-ordinator and Sure Start Locality Manager.
  • Collate detailed information regarding providers and advise Social Workers requiring Outside Placements on appropriate provision.
  • Liaise regularly with the Special Educational Needs (SEN) Team and advise Social Work staff of relevant processes and systems.
  • Offer advice and support to in-house services development.
  • Raise In-house Service concerns, where highlighted through benchmarking exercises.
