Locality teams

Locality teams are now operational in Salford. Each team is made up of staff from different professional backgrounds including education welfare officers, social care workers, educational psychologists and family action co-ordinators.

By working along with you and sharing some information we can help to reduce some of the difficulties that a child or young person may be experiencing.

Communication is key to effective Partnership working in meeting the needs of children/young people and family. The Locality Teams Communication strategy contributes to the ongoing development and delivery of locality based services, both internally and externally to Locality Teams.

The city council has a clear ambition to create the best quality of life for all children and young people. Our aim is to support children and young people to achieve progress against the five Every Child Matters Outcomes, that is, being healthy, staying safe, enjoying and achieving, making a positive contribution and achieving economic well-being.

Locality teams are helping to achieve these outcomes.

What are we about?

A single point of referral

Early identification of need and intervention with children and young people aged 0-19 years;

Provision of holistic support in partnership with a range of service providers, including education, health and social care services, voluntary and private sectors;

Promotion of the inclusion of children and young people through participation and consultation;

Support for universal service providers to deliver appropriate preventative services;

Development and implementation of integrated ICT systems.

To start with, locality teams will:

Provide a single point of referral through the council’s contact centre. Drop in facilities will be available at all locality team offices in the future. This will be in addition to referral procedures agreed with schools and other professionals.

Consider referrals or requests for support from anyone who has a concern about a child or young person.

Offer advice and guidance (consultation) in response to requests for support; provide support for completing the request/consultation form and the Common Assessment Framework once this is in place.

Provide direct services to children, young people and families.

Where appropriate, convene family action meetings. Any school or other agency can also do this.

Undertake the role of lead professional where appropriate in negotiation with partners. Any professional can undertake this role. In some instances, parents may also wish to fulfil this role.

Liaise with, and share information with, a range of other service providers as necessary (with consent of parent or carer and other professionals) in line with good practice guidance and in the best interests of the child or young person.

Seek to attend all relevant meetings in the interest of achieving positive outcomes for children, young people, families and communities.

How do I contact a Locality Team?

Locality teams are phasing in a ‘single point of referral’ approach to requests for support.

Contact and requests for support will be made to the locality teams using the request form. This will provide for initial consultation with members of your locality team. This should follow after you have gained consent from the parent or carer in most cases.

Together, we will need to gather key information about a child with the person making the request for support.

For further advice or guidance please call 0161-909 6530 and you will be redirected to the appropriate locality team.

Where you consider a child to be at risk of harm and in need of protection, you should follow existing child protection guidelines and phone 0161-603 4500 or outside working hours call 0161-794 8888 (after 4.30pm).
