Law and Administration Division
Within Customer and Support Services, the Law and Administration Division plays a vital role in ensuring that decisions of the city council, the cabinet and committees are carried out, by ensuring the efficient flow of information between meetings of these bodies and from them to the rest of the organisation.
The City Solicitor, Anthony Rich, is also the city council’s chief legal adviser and monitoring officer. His legal team provides legal services across a wide range of local government work. It has established a successful partnership with Cobbetts, a leading firm of solicitors.
Management of general and local elections is one of Law and Administration’s many responsibilities. This involves maintaining the electoral register and organising elections - a role which is the very life-blood of local and parliamentary democracy.
Support services designed to help the Mayor and members of the council carry out their duties are another responsibility. The City Solicitor also co-ordinates the council’s town twinning arrangements with Clermont-Ferrand, Narbonne and St. Ouen in France and Lünen in Germany.
Other duties carried out include the registration of births, deaths and marriages, emergency planning, a central printing service, and the out-of-hours emergency service.
The Strategic Development Team is a small unit reporting directly to the senior management team and oversees all matters relating to continuous improvement, performance management and best value on behalf of all five divisions of the directorate. It has been instrumental in developing both the Balanced Scorecard and the PMF (Performance Management Framework) at a corporate and directorate level.
The Corporate Procurement section has the role of obtaining best value in the provision of goods and services for the city council. Its work includes dealing with procedural and technical issues and the provision of advice to all directorates.
Salford City Council is the lead authority for the Greater Manchester Police Authority. Law and Administration provides legal and administrative support for the Police Authority on behalf of the ten districts of Greater Manchester.
