Budget consultation 2007/08
The budget consultation process for the 2007/08 budget included a number of elements with the aim of getting a representative view on spending and council tax issues from the public.
In view of the relatively poor attendance at previous years' public meetings in different areas of the city it was decided to focus on consultation with the "Big Listening" forum established by MORI on behalf of the council and its partners. In addition, the council also undertook consultation with residents utilising the council's budget consultation database and also with secondary school pupils during National Youth Week.
The total number of responses including those posted directly via the council’s budget consultation website and by email were as follows:-

One public consultation meeting was held at the Civic Centre, Swinton on 16 January 2007 which was attended by 20 members of the public at which they were given an update on the latest financial position of the council in planning the 2007/08 budget and also given feedback on the results of the first stage of the consultation process. Residents questioned the Lead Member for Customer and Support Services on a wide range of budget issues.
Members of the public (excluding young people) were asked for their views on a number of council tax options: -
Would you support an increase in council tax of 3% to maintain council services at existing levels?
Would you support an increase above 3% in order to improve priority council services?
Would you support a decrease in council tax even if it meant a reduction in the level of services?

In summary the consultation process followed for 2007/08 attracted 1701 responses, an increase of 16% from 2006/07. Budget Scrutiny Committee and Budget and Efficiency Group considered the consultation results in developing the council's budget for 2007/08.
