The council tax base

The council tax base is used to calculate how much each property will be charged to cover the total revenue required by the city council and the precepting authorities. The total amount to be funded from council tax of £92.421m is divided by the council tax base to give the amount to be paid by individual households. The council tax base is calculated in line with government regulations and the main points are given below.

Council tax requires that all domestic properties in Salford be placed in one of nine valuation bands. The government has determined that the council tax level for each of the bands is assessed as a proportion of the tax rate for a band D property.

Each year the council must estimate the equivalent number of band D properties, after allowing for discounts, exemptions, losses on collect etc. For 2007/08, the calculation was as follows: -

Property Valuation No. of chargeable dwellings   No. of
band D
equivalent
properties
Band Range of values £ Gross Less
discounts
Net Proportion
to band D

A- Up to & including 40,000
but subject to disabled reduction
96 (6) 90 5/9 50
A Up to and including 40,000 54,959 (8,873) 46,086 6/9 30,724
B 40,001 - 52,000 18,365 (1,985) 16,380 7/9 12,740
C 52,001 - 68,000 13,448 (1,138) 12,310 8/9 10,942
D 68,001 - 88,000 6,117 (432) 5,685 1 5,685
E 88,001 - 120,000 3,030 (200) 2,830 11/9 3,459
F 120,001 - 160,000 1,259 (72) 1,187 13/9 1,715
G 160,001 - 320,000 804 (49) 755 15/9 1,258
H More than 320,000 72 (19) 53 18/9 106
    98,150 (12,774) 85,376   66,679
Multiplied by the assumed collection rate         98%
Estimated council tax base 2007/08         65,345

The Council tax base for 2007/08 of 65,345 band D equivalent properties represents an increase of 1,623 dwellings or 2.5% on the base for 2006/07. This reflects the increase in the number of new dwellings constructed in Salford.

The amount of council tax payable for a 2-person band D household can be calculated by dividing the total net expenditure of £92.421m by the Council tax base of 65,345 band D equivalent properties. The net result gives a band D council tax charge of £1,414.36 for 2007/08.

Details of the council tax charge for the various property bandings is given on the following page.
