Culture and communication

The development of the One Council Improvement Framework has focused on how we can develop and maintain a positive culture of performance management, within which all parts of the organisation see performance management and service improvement as their responsibility. Our work in developing an effective performance management culture incorporates:

  • The One Council Improvement Framework conveying a corporate approach to performance improvement which is owned and adopted across all parts of the organisation
  • The business planning framework puts a greater emphasis on the involvement of staff across the organisation, at all levels
  • The role of Lead Members in performance management is emphasised
  • Explaining the framework of priorities for the organisation:
    • The Corporate Plan sets out the organisation's overall strategic priorities and how we contribute to partnership objectives
    • Directorate and Team Business Plans incorporate actions and activities which will contribute to the achievement of the strategic priorities
    • Individual work plans and discussions during one to ones and appraisals identify specific activities that will achieve the actions in the Team Business Plan
  • Using this framework, all members of staff can identify how the work that they do contributes to the overall achievement of the partnership's and the council's strategic priorities
