Inclusive Learning Services

The service

Inclusive Learning Services are a new service within the Transition Division. It was established in January 2003 through the rationalisation of the SEN Support Service and Behaviour Support Service into a single support provision.

We are a statutory service, which provides access to an inclusive educational opportunity for vulnerable children and young people.

We work in partnership with Health, Youth Justice Board and a wide range of agencies both within and external to the local authority.

What service is offered

We work in partnership with other agencies within and outside Children's Services, to provide a range of services:

  • Specialist advice to schools/settings, parents and other agencies in order to help them to meet the needs of children and young people with special educational needs/emotional and behavioural difficulties
  • Specialist advice to schools/settings, parents and other agencies in order to help them to meet the needs of children and young people currently not accessing educational opportunities
  • Direct support to children and young people with severe and complex special educational needs
  • Direct support to children and young people who are excluded or at risk of exclusion from mainstream schools
  • Support and training to schools, local authority staff and other agencies in meeting the needs of pupils with special educational needs/additional/educational needs and emotional/behavioural difficulties
  • Specialist services and support for pupils/parents with sensory Impairment.
  • Specialist services and support for pupils/carers of children in public care
  • Specialist services and support for pregnant schoolgirls/teenage parents.
  • Assessment of individual pupil’s specialist equipment and access needs in order to enable them to actively participate in educational provision
  • Assessment of pupils needs in order to help them to fully participate and make progress
  • Provision of education other than at school for identified children and young people
  • Advice to, and participation in, a range of local authority strategic development groups in order to ensure all pupils have the opportunity to access a broad, balanced and relevant curriculum

Statutory duties

  • To provide full-time education for all excluded pupils from day 15 of the exclusion
  • To ensure access to appropriate educational opportunities for all pupils educated other than at school
