What the budget means for services

2005/06 Achievements against the pledges

The revenue budget aims to continue to support the implementation of the council's seven pledges. To achieve this it is necessary to have clear links between the key outcomes expected from services from the resources allocated. Details of the achievements against the pledges in 2005/06 and the priorities for each directorate for 2006/07 in relation to the council's pledges are shown below.

Pledge 1 - Improving Health IN Salford

Community Health and Social Care

  • Improved the timely discharge of people from hospital by investing in services to meet their needs to help them live at home safely or within residential accommodation
  • Helped more than 500 people who have disabilities to have adaptations to their homes or move to more suitable accommodation
  • Provided home care support and community support to more than 3500 people to help them to live independently in their own homes
  • Made direct payments to over 160 people to arrange their own care to maintain their independence and continue to live in the community
  • Supported over 1700 people to live in appropriate residential or nursing homes
  • Forecasting to increase by 10% the number of people accessing drug treatment programmes
  • Improved the proportion of equipment to help people live at home delivered within 7 days from 91.3% in 2004/05 to around 94%.
  • Undertook programmes of work in each neighbourhood to reduce smoking, reduce obesity and promote healthy lifestyles through ‘Stop Smoking' events, Healthy eating cookery courses, Health Walks.

Children's Services

  • Levels of teenage pregnancy have fallen faster than the national average.

Housing and Planning

  • LIFT Centre in Charlestown opened. LIFT Centre in Lower Kersal under construction. Planning applications submitted for buildings in Walkden, Pendleton and Eccles.
  • Footpath and rights of way network improved to facilitate healthy walking. BVPI 178 up from 66% in 2004/05 to 71% in 2005/06.

Customer and Support Services

  • Proactively promoting awareness of health issues through front line Customer Services staff in areas such as sexual health screening, flu vaccinations and smoking cessation.

Environmental Services

  • Implementation and assessment of nutritional menus for all primary schools, in line with government legislation for school catering service.
  • Increased the number of children making a healthy food choice.
  • Introduction of a cashless system for school meals into the first high school.
  • Improvements to bereavement services by enhancements to Heritage Trail to encourage walking in Weaste Cemetery, meeting emission targets at the crematoria and making cemeteries safer by dealing with unsafe headstones.
  • Numerous activity events at country parks e.g. Halloween event, health walks etc.
  • Improved accessibility of linear walkways to promote walking and cycling.

Pledge 2 - Reducing Crime IN Salford

Community Health and Social Care

  • Together Action Programme - Active targeting of ‘Top 3' locations in each neighbourhood for anti social behaviour
  • Salford Community Leisure led a successful Juvenile Nuisance Scheme working alongside the local police offering young people causing crime diversionary leisure activities and opportunities.

Housing and Planning

  • Ensured that all relevant planning applications are consistent with designing out crime guidance.
  • Achieved quicker response times with regard to demolitions and boarding up empty properties.
  • Ensured that on average, 99.23% of streetlights are working, against a target of 99%. This is equivalent to a top quartile performance

Environmental Services

  • Increased security to cemeteries, such as new fencing, improved gate locking.
  • Serving of over 800 fixed penalty notices for littering and dog fouling.

Chief Executives

  • Incidents of criminal behaviour reduced by 20% through the implementation of the Crime and Disorder Reduction Strategy.
  • Implementation of 160 anti-social behaviour orders.

Customer and Support Services

  • Developed and implemented a system and revised processes to improve awareness, capture, reporting and analysis of antisocial behaviour
  • Implemented the single reporting number for anti-social behaviour through the contact centre.

Pledge 3 - Encouraging Learning, Leisure and Creativity IN Salford

Children's Services

  • Five of Salford LEA's 14 secondary schools were amongst the 100 most improved schools in the country based on 5A*-C GCSE passes from 2001 to 2004.
  • Opened three new public finance initiative special schools.
  • Obtained approval and funding to rebuild or substantially refurbish all of the city's secondary schools under the Building Schools for the Future programme.
  • Opened a new Jewish aided secondary school.
  • Increased the percentage of pupils obtaining 5A*-C grades at GCSE by more than the national average.
  • Number of statutory assessments of pupils with special educational needs (SEN) completed within the statutory timescale has risen from 19% to 52% (including exceptions) against a target of 50%, and from 65% to 82% (excluding exceptions) against a target of 80%.
  • An increasing number of schools have received positive judgements in Ofsted inspections on their provision for pupils with SEN.

Community Health and Social Care

  • More people involved in learning and creativity programmes within community centres
  • Older people encouraged to attend community centres to take part in wide range of activities
  • Positive activities for young people in every area during school holidays
  • LPSA1 target of ‘increasing the number of young people aged 6-16 years participating regularly in sporting activities exceeded, with over 200 regular sport and activity sessions offered each week.
  • Salford Sports Village opened in the New Deal for Communities area
  • Fit City Clarendon received Inclusive Fitness Initiative (IFI) status for providing a fully accessible fitness facility for disabled people.
  • The 2005 Salford Triathlon ITU World Cup was staged in July, attracting athletes from across the World, generating £1.5m into the local economy of Salford and Manchester, more than 15,000 spectators watching the event and 1 billion TV spectators across 55 countries, making it the most successful event to date.
  • The number of uses of the People's Network increased by about 55%.

Environmental Services

  • Heritage/Ecology Trail at Weaste - working with schools to provide information, tours etc.
  • Promotion of Salford Special Agents and Plan-It environmental education programme.
  • Creation of 13 new playgrounds.

Customer and Support Services

  • Delivered 4000 training sessions to members of the community through the ICT in the community programme.

Pledge 4 - Investing in Young People IN Salford

Children's Services

  • Opened the Beacon Resource Centre.
  • 1000 young people from socially excluded backgrounds, offenders and those at risk of offending were engaged in positive activities for young people.

Community Health and Social Care

  • Youth task groups in every neighbourhood to tackle issues relating to young people

Pledge 5 - Promoting Inclusion IN Salford

Community Health and Social Care

  • Development of Black and Minority Ethnic Forum to engage effectively with those communities
  • Multi Agency Forum established to address the specific needs of people seeking asylum and refugees. Myth-busting leaflet produced and distributed widely
  • ‘Welcome pack' for people seeking asylum produced and passed to all new arrivals
  • ‘Compact' and Codes of Practice agreed along with Community and Voluntary Service
  • Increased the number of refugees and asylum seekers accessing cultural activity by 25%

Housing and Planning

  • Improved the proportion of local authority buildings accessible to disabled people from 25% in 2003/04 to 44% in 2005/06 against the target of 39%.
  • Improved the proportion of pedestrian crossings that have facilities for disabled people from 60% in 2001/02 to 80% in 2005/06.

Customer and Support Services

  • Developed online access to council reports, decisions and minutes (SOLAR system) by members, staff, citizens and other stakeholders, with facilities for feedback.
  • Provided facility for individual councillor web sites and e-surgeries.
  • Development of web pages for e-consultation on a range of public service topics.
  • Implemented a revised corporate complaints system.
  • Work with Salford CVS to develop a business related development programme for voluntary and community organisations.
  • Budget consultation for 2006/07 taken place with wide range of representative groups.

  • Increasing community participation through the introduction of the "Big Listening".

Environmental Services

  • Provision of Muslim and Liberal Jewish burial sections.
  • Improving access to DDA standards by the provision of ramps at Peel Green Cemetery office and Crematorium and to parks by upgrading infrastructure.

  • Procurement related seminars held for local SME's.
  • Provision of information on the website to assist companies who wish to do business with the Council.
  • Inclusion of local employment clauses in appropriate tenders.

Environmental Services

  • Developed and implemented litter and refuse enforcement programme.

Pledge 7 - Enhancing Life IN Salford

Environmental Services

  • Delivered waste disposal strategy.
  • Developed and implemented litter and refuse enforcement programme.
  • Implemented recycling action plan.
  • Established recycling sites throughout the city and convert them to multi material sites.
  • Implemented a green waste collection service.
  • Distributed an additional 11,000 green bins.
  • Creation of 3 Local Nature Reserves within Salford.
  • Creation of recycling facilities for residents in high rise flats.

Housing and Planning

  • The number of road accident casualties reduced from a yearly average of 126 killed or seriously injured between 1994 and 1998, to an estimated 80 casualties in 2005.
  • Highway condition improved by an extra £5m per annum road and pavement improvement programme.

Community Health and Social Care

  • Identified fly-tipping locations for environmental clean up
  • Facilitated removal of litter from ‘grot spots' in locations across all eight neighbourhoods
  • Engaged communities to produce suitable road safety schemes to tackle serious road accidents
  • Establish ‘Friends of Victoria Park' and other ‘friends' schemes across the city
  • Public education to combat ‘Off Road' cycle nuisance

Customer and Support Services

  • Developed 24 hour access to online services, bill-paying facilities and other self-help facilities covering over 750 individual council services.
  • Implemented broadband facilities in all Salford schools, giving pupils and teachers access to diverse multi-media education content, VOIP and email for staff, and in libraries providing free access and support to citizens in the use of the internet.
  • Introduced an online community information directory, which enables citizens to find the right people to talk to, aimed at improving health and wellbeing.
  • Enhanced postal voting facilities.
  • Use of an automated telephone electoral registration system for the annual canvass 2005.
  • Enhancements to service offered by Registration of Births, Deaths and Marriages. This included civil partnership ceremonies, marriage affirmation and imminent registration of births near Maternity Ward at Hope Hospital.

Supporting All Pledges

Chief Executives

  • Implementation of city marketing and repositioning campaigns, with the "One Shocking City" campaign being the most prominent.
  • Resources secured for continued delivery of projects where grant funding became time-expired.
  • Completed sign-off of LPSA 2 with ODPM

Customer and Support Services

  • Expansion of the "Think Customer" strategy through using the contact centre as a single point of access, to now handle approx 650,000 telephone calls per annum.
  • Internet and intranet procurement guidance for officers and potential tenderers.
  • Development of regional ‘National Efficiency & Strategic Procurement Skills Development Programme' in conjunction with NWRCE, 4P's and GONW.

Community Health and Social Care

  • Neighbourhood Management supports all seven pledges. Each area produces its own Community Action Plan under the seven headings, with targets and partner agency involvement.

External Recognition and Achievements

  • Winner of the North West in Bloom 2004 awards in the categories of Urban Regeneration and Community Effort.
  • Winner of the Britain in Bloom Community award 2004 and 2nd in the Urban Regeneration award.

  • SOCITM (Society of I T Management) commended Salford's website as highly impressive.
  • ICT Services won a prestigious national award for the way it is using e-Government to transform council's services to the city's residents, communities and businesses.
  • Crime and Disorder team leader attended 10 Downing Street on behalf of the team as recognition of the work they have done
  • Commendation from Circuit and District Judges to Housing Legal Team on the exemplary work they have done on housing and gas injunction matters, and held as an example of how other local authorities should deal with similar matters.

  • Raising the attainment of young people by improving the number attaining 5 or more A*-C passes at GCSE by 5%.
  • increasing the number of uses of the People's Network by 10%.
  • Promoting the city as a major sporting centre by holding a successful ITU World Cup Triathlon event.
  • Increasing the number of statutory assessments completed within timescales to 60% (including exceptions) and 90% (excluding exceptions)
  • Submitting a bid to the Heritage Lottery Fund for £1m for the conservation of Ordsall Hall and its development as a learning resource.
  • Producing a week long major arts event in Summer 2005 involving Salford schools, The Lowry, Salford Music and Performing Arts Service and Creative Partnerships.
  • Increasing overall attendance at Salford schools from 91.5% to 91.8%.

Community Health and Social Care

  • That up to 50 people with a learning difficulty access college part-time courses
  • To support at least 200 people with learning difficulties to move into employment or move closer to the world of work by March 2007.
  • Salford Community Leisure to work with the Salford School Sport Partnership and others to increase the percentage of 5-16 years olds engaged in 2 hours a week minimum of high quality PE and school sport within and beyond the curriculum (To at least 75% by 2008).
  • Fulfil at least 80% of the Public Library Service Standards
  • In partnership with Salford Community Leisure, Neighbourhood Management and the Greater Manchester Sports Partnership set up and secure funding for a ‘Local Sport and Physical Activity Alliance (SPAA) to increase participation in sport and physical activity and to widen access and reduce inequality in participation amongst priority groups.
  • Complete major improvement and refurbishment work to "Fit City" Sports and Leisure Centres in Worsley and Irlam
  • Continue the planning and development of LIFT buildings and Broughton Hub.
  • Maintain planned rises of at least 5% in museum visitor numbers
  • Continue to provide and increase access to free internet and ICT services at every library

Pledge 4 - Investing in Young People IN Salford

Children's Services

  • Providing a new £4.7m Salford Sports Village.
  • Increasing engagement of the Youth Service with the number of 13-19 year olds by 5%.
  • Establishing a Children's Service directorate, which will deliver integrated children's services.
  • Increasing the number of at risk young people engaged in positive youth work programmes by 300.

Community Health and Social Care

  • Provide a wide range of activities and opportunities for young people across the city including holiday activities in the 8 community areas.
  • Support the Salford Junior Sports Council and use as a sounding board for new ideas and projects to encourage more young people to participate in sport and physical activity.
  • Continue to provide the BookStart project in every Sure Start area of the city
  • Maintain the positive work of library staff and resources towards children and their parents.
  • Develop further family friendly and child friendly experiences at Ordsall Hall and Salford Museum and Art Gallery
  • Continue the arts in neighbourhood projects in Irlam/Cadishead, Swinton and Chapel Street and embark on further projects throughout the city.

Housing and Planning

  • Improve liaison with schools and colleges to aid recruitment.
  • Work with partners to encourage the training and recruitment of local people.

  • Working with the YMCA to provide apprentices to work within parks.

  • Create access at Fit City centres and through community programmes for disadvantaged/hard to reach groups, including intergenerational events
  • Continue and develop the award winning heritage project working with refugees and asylum seekers.
  • Continue the arts, heritage, library and sports and leisure work with hard to reach groups and seek beacon status (currently shortlisted)
  • Seek ways to expand and widen access to the Books@Home special needs library service.
  • Develop further projects with the Lesbian, Gay, Bisexual and Trans-sexual Forum.
  • Continue investment in improving the physical and intellectual access to cultural services for those with disabilities.

  • Ensure that the percentage of new homes built on brownfield land exceeds the 90% government target.
