Five year housing land supply position (1 April 2023 to 31 March 2028)

The government has an objective of significantly boosting the supply of housing. In order to maintain supply and delivery of housing, paragraph 74 of the September 2023 National Planning Policy Framework (NPPF) requires local planning authorities to identify and update annually a supply of specific deliverable sites sufficient to provide five years’ worth of housing against their housing requirements with an additional buffer of 5%, 10% or 20% depending on local circumstances.

Salford City Council has published a housing and economic land availability assessment covering the period between 2023 and 2041. As part of this, the number of net additional dwellings that are likely to be delivered over the five-year period from 1 April 2023 to 31 March 2028 has been identified as 12,610.

The five-year land supply position is set out in detail in the report and associated annexes (including ward plans) that are available to download below. The report identifies that there is a supply of specific deliverable sites sufficient to provide 8.4 years-worth of housing against Salford's housing requirement for the period 1 April 2023 to 31 March 2028. Given this, the presumption in favour of sustainable development as set out in paragraph 11d) of the NPPF does not apply.
