Foundation Learning Tier

As part of the 14-19 reform programme the government has introduced the Foundation Learning Tier (FLT). It aims to improve the skills of learners working below level two, aged 14 and over and is a credit based qualification which allows for a personalised learning programme with clear progression pathways.

The FLT framework will also increase learners' participation, achievement and progression. Current estimates from DCSF suggest that by 2013 the national cohort for the FLT is likely to be between 400,000 and 500,000 learners.

The impact on learners

The development of FLT will have a positive impact on learners as it aims to:

  • meet the progression needs of entry and level one learners
  • improve work and life opportunities
  • motivate and reward learners by formally recognising their achievements
  • increase employability
  • provide joined up and achievable progression through 14-19 and promote life long learning
  • meet the needs of disengaged learners/ those not achieving level two at 16

Timescale for FLT implementation

FLT was first trialed nationally in 2008/09 and full implementation was originally planned for September 2010. However, this timescale has now been replaced by a phased introduction, beginning in September 2010 and working towards full entitlement by 2013. This phased implementation will be closely monitored by the DCSF and the expectation is that all LAs will be required to develop an FLT Implementation Plan as a sub-plan of their 14-19 Education Plan.

There is also a stipulation in the recent Gateway guidance for Diplomas that specific references should to be made in Diploma submissions about progression links made from the FLT to Diplomas in addition to other relevant pathways. There is also an expectation that all LAs will have some FLT activity beginning in September 2010.
