Excellence in Cities
Excellence in Cities (EiC) is one of the government’s central initiatives aimed at raising educational standards and promoting social inclusion in major cities and areas facing similar problems. EiC delivery in Salford supports elements from all phases of education between the ages of 5 – 19 in different ways. It mainly focuses on tackling underachievement in secondary schools. The programme is intended to work alongside other initiatives and with other partners to increase public confidence in inner-city education.
Salford Excellence in Cities Partnership has managed the initiative since its launch in September 1999. Salford was included as one of the 25 first-phase EiC areas. Initially the focus was on secondary education but in September 2001 provision was extended to include some primary schools and into post-16 provision via the Aimhigher Strand. In September 2003 the Behaviour Improvement Programme (BIP) became an additional strand of the EiC Partnership. The Leadership Incentive Grant (LIG) was also introduced to EiC in 2003.
There are a range of EiC strands which can be into one of three broad themes:
- Transforming teaching and learning
- Promoting positive attitudes to education
- Improving leadership at all levels
- Delivery of these themes aims to drive up standards to at least similar levels as those achieved nationally. Improvement therefore needs to be faster than in other areas
- Parents and children in inner cities should expect and gain as much from their schools as those anywhere else in the country. There are nine main policy strands which aim to deliver these targets
- City Learning Centres - there are two CLCs in the city on the sites of Moorside High School and Buile Hill High School
- Specialist Schools - currently Walkden High School has specialist language college status, St. Ambrose Barlow has specialist technology college status and St. Patrick’s RC has specialist visual arts status. A programme to deliver the full range of specialist schools has been agreed by the EiC Partnership
- Gifted and Talented Children - distinct teaching and learning activities for gifted and talented pupils as well as a range of enrichment activities including masterclasses, study support and summer schools ·
- Learning Mentors - working with pupils experiencing barriers to learning
- Learning Support Units – EiC coordinates units in seven high schools which provides an alternative learning environment for up to ten pupils at a time who find it extremely difficult to make progress in regular classes
- Education Action Zones – four small EAZs have been developed each involving a high school and its group of partner primary schools. These offer considerable extra support to schools in the form of both staffing and resources. The four high schools are; All Hallows RC, The Albion, Harrop Fold and Canon Williamson ·
- Aimhigher is designed to address the under-representation of students from disadvantaged backgrounds in higher education. The aim of the programme is to provide extra resources for schools and FE colleges, more support for young people and better information about the route to higher education
- Behaviour Improvement Programme (BIP) is delivered in four high schools; All Hallows RC, The Albion, Buile Hill and Wentworth High and their cluster primary schools. It aims to improve behaviour, reduce truancy and exclusions and support children at risk. Three of the four clusters of schools has a Behaviour Educational Support Team (BEST) attached to support this delivery
