PAYP
PAYP (Positive Activities for Young People) was introduced in 2001 and has been funded in the past from an innovative single pot of funding to which the New Opportunities Fund, DfES and the Home Office have contributed. The Salford PAYP Programme 2008-09 is funded through the Salford Local Area Agreement.
The aim of the programme is to reduce youth offending and encourage and support young people to return to education or training. The emphasis is very much on providing quality development sports, arts and creative activities that are not only appealing but are focused on each young person’s individual needs, equipping them with new skills, improving their self-esteem and breaking down ethnic and cultural barriers.
The overall objectives of the programme are:
- to reduce crime and antisocial behaviour both in the short term and long term
- to support young people back into education or training and help them stay there, by working with those at risk of truancy
- to ensure that young people are supported as they move from primary to secondary school
- to provide access to quality arts, sports, cultural activities and personal development opportunities and allow those with an interest and/or talent in any area to continue after the programme has ended
- to bring together young people from different geographic and ethnic communities to promote community cohesion
- to encourage young people to contribute to their communities through volunteering and active citizenship
In Salford, the PAYP Partnership has established a key worker scheme with key workers based in Connexions, the Youth Offending Service and the Education Welfare Service. PAYP Key Workers contribute to achieving the overall objectives of the PAYP programme through sustained support for those young people in the city that are most at risk of exclusion, truancy, anti-social behaviour, committing crime and those that are either NEET (not in education, employment or training) or at risk of becoming NEET. Key Workers also encourage young people to participate in activities that can help ease the transition between secondary school and adult life.
The Salford PAYP Partnership steering group is chaired by Tom Healy, Manager of Salford Youth Offending Team, and also includes representatives from Connexions Salford, the community and voluntary sector, Salford Children's Services and Greater Manchester Police.
The Salford PAYP Partnership are currently looking for proposals from potential local activity providers for the Salford PAYP Programme 2008-09. All the relevant paperwork to apply can be downloaded below, with closing date for applications to be received by 6 May 2008:
