Proposal for a new primary school in Lower Broughton, Salford.

Part 1

In accordance with section 7(5) of the Education and Inspections Act 2006, Salford City Council gives notice that following their notice of 21 June 2007 inviting proposals for a new mainstream primary school on the site of the former Wheaters Crescent Housing Estate in the Lower Broughton area of Salford M7.  This site is bounded by Lower Broughton Road, Clarence Street, Coburg Avenue, Wheaters Street, Errington Drive and Charley Avenue.  One proposal has been received.

The following is a summary of the proposal received.  Details of where the full proposal can be viewed are listed at the end of this notice.

Salford City Council, Children’s Services Directorate, Minerva House Pendlebury Road Swinton M27 4EQ has submitted a proposal to establish a new community school.

The new school will serve a diverse inner-city community, currently undergoing regeneration. The Local Authority would like the school to be a fully inclusive community school, built on an ethos of respect for diversity with a sense of personal responsibility, self worth and high aspiration for all. It will have a welcoming family atmosphere based on warmth, security, mutual trust, respect and friendliness, where firmness is mixed with encouragement and challenge to stimulate every child.

The new school will extend and support all children as individuals and help them achieve their appropriately high aspirations. It will foster high and realistic expectations. The children will be given a thorough grounding in the basic skills, and have opportunities to develop a lively interest in and curiosity about the world in which they live. They will experience a wide, creative curriculum that includes the arts and physical activities, and the technology-rich environment will help them to develop a love of learning that will stay with them throughout their life.

The proposed admission arrangements for the proposed community primary school are those currently published in respect of all community and voluntary controlled primary schools across the Authority.  It is proposed that the criteria to be applied in the event of the school being over subscribed shall be as follows: -

  1. Children in need as defined by Children Act 1989, including children in public care; children with medical reasons; children holding a statement of special educational needs.
  2. Children with older brother or sister in attendance at the school at the time of proposed admission.
  3. Remainder of children to be admitted according to distance from the school, as measured along a straight line.

In each case reference should be made to the full criteria currently set out at pages 22 – 23 of the publication “Primary Education IN Salford – Academic Year 2007 – 2008”, published by Salford City Council.  Copies are obtainable from the Admissions and Exclusions Team at the address given below.

  • A public meeting to discuss the bid will be held on Monday 19 November 2007 at The Albion High School, London Street, Salford M6 6QT, from 5:30pm – 7pm.
  • Within six weeks after the date of publication of this notice (no later than 20 December 2007) any person may object to, or make comments on the proposal by sending them in writing to:
  • Within two weeks after the end of the representation period, the Local Authority will send to the Schools Adjudicator the proposal for decision, together with any comments and objections made within the representation period.  The related proposals to close Charlestown and North Grecian Street Community Primary Schools (see Part 2 below) will also be passed to the Adjudicator for decision.

Part 2

NOTICE OF PROPOSAL TO DISCONTINUE CHARLESTOWN AND NORTH GRECIAN STREET COMMUNITY PRIMARY SCHOOLS

Notice is given in accordance with Section 15(1) of the Education and Inspections Act 2006 that Salford City Council intends to discontinue.

  • Charlestown Community Primary School, Lissadel Street, Salford, M6 6GL
  • North Grecian Street Community Primary School, Grecian Street North, Salford, M7 2JR

With effect from 31 August 2010.

It is proposed that from 1 September 2010 pupils currently attending these schools will be provided for mainly by a new school, established on the former Wheaters Crescent housing estate, Lower Broughton, Salford, which is fully bounded by Lower Broughton Road, Clarence Street, Coburg Avenue Wheaters Street, Errington Drive and Charley Avenue.   

Admission may also be sought to other schools that have places available, including:-

  • The Friars Primary School, Cannon Street, Salford, M3 7EU
  • Lower Kersal Primary School, St. Aidens Grove, Salford, M7 3TN
  • St. George’s C.E. Primary School, Concord Place, Langley Road South, Salford, M6 6SJ
  • Marlborough Road Primary School, Marlborough Road, Salford, M7 4XU

There is currently a Language Resource at North Grecian Street Community Primary School. The provision comprises of a dedicated resource for 16 primary-age children with speech, language and communication difficulties. The resource will locate to the proposed new school.

In view of the close proximity of the two existing schools, the Local Authority does not propose to make any transport provision for pupils to attend the new primary school. The Local Authority are developing a travel plan which will include a package of practical measures to increase the number of pupils and staff that walk, cycle or use public transport, while educating everyone involved about the reasons why these changes are important.

This proposal is linked to the parallel proposal (See Part 1 above) for the establishment of a new replacement primary school for Charlestown and North Grecian Street Community Primary Schools. Pupils from both schools will remain on their existing sites until 31 August 2010 and will transfer to the new school on 1 September 2010.

  • The purpose of the proposal is to rationalise primary school provision in the Kersal, Broughton and Blackfriars area of Salford as a result of falling rolls and is part of an on-going review of primary places in Salford.
