Salford High Schools PFI Project

On 30 September 2005, the Minister of State for Schools approved the £50.23 million Private Finance Initiative (PFI) scheme to rebuild Buile Hill High School on its existing site and Harrop Fold High School on the Hilton Lane site.

The project is central to Salford’s strategy to raise attainment and achieve inclusion at Key Stages 3 and 4 for the most deprived areas of the city by creating schools with the size, stability and capacity for excellence and innovation.

The schools are intended to create spaces that encourage the development of educational achievement and a sense of school community, and at the same time provide a school which will make its mark on the wider community.

Both schools feature a central street which is two storeys in height and flooded with light from windows above. This area forms the most publicly visible heart of the school; acting as an ante-space to the major spaces – assembly hall, library and sports hall. It will allow groups of students and visitors to congregate and mingle prior to performances and other events.

The council has appointed a private sector partner who will design, build, finance and operate the new school buildings over a 25 year period. Following an intensive procurement and selection process, the contract was awarded to Hochtief in November 2006.

The programme is currently at the construction stage on both sites and the schools are on schedule to open in their new buildings in September 2008.
