How will licensing work

Selective licensing

Anyone who owns or manages a property which falls within a selective licensing area must apply to the council for a licence. The council will issue a licence if it is satified that :

  • property falls within the designated selective licensing area
  • the proposed licence holder is a fit and proper person and must be the most appropriate person to hold the licence
  • proposed manager is a fit and proper person
  • proposed management standards are satisfactory

Mandatory Houses in Multiple Occupation (HMO) licensing

Anyone who owns or manages an HMO which falls within the mandatory licensing conditions must apply to the council for a licence. The council will issue a licence if it is satisfied that:

  • HMO is suitable for occupation by the maximum number allowed under the licence, or can be made so by the imposition of conditions
  • proposed licence holder is a fit and proper person, and must be the most appropriate person to hold the licence
  • proposed manager or agent must be the person having control of the property
  • proposed manager or agent must be a fit and proper person
  • proposed management standards of the property are satisfactory
