How to appeal against your Council Tax
You can make an appeal against your liability for Council Tax if you feel that:-
- your property should not be subject to a Council Tax charge
- you should not be liable to pay a Council Tax bill or
- you think the calculation of the charge is wrong
Such an appeal should be made in writing to the Director of Corporate Services, Civic Centre, Chorley Road, Swinton M27 5AW. Telephone the Customer Contact Centre on 0161 909 6502
Banding and the Banding List - if you have a query about your property's Council Tax banding you should contact the Listing Officer (not the City Council) at 20th Floor, Portland Tower, Portland Street, Manchester M1 2LD. Telephone 0161 245 4200
Please note that for Council Tax purposes, property values are based on values as at 1st April 1991. Recent purchase prices are not therefore the best evidence.
Since December 1993 there are only limited occasions when taxpayers can challenge their property's Council Tax band including:-
- physical changes in the locality which may affect values
- conversion of a house to flats
- after demolition
And within six months of:-
- a band change to your property made by the Listing Officer
- a band change made by the Court to a property similar to yours
- becoming a new taxpayer
A banding appeal does not entitle you to withhold payment of your existing Council Tax.
