Lower Broughton

Background
Countryside Properties and Salford City Council have entered into a development agreement formalising their partnership to transform a 75 hectare (185 acre) area of Central Salford. Countryside Properties PLC is a specialist development company recognised for the delivery of sustainable communities and urban and rural regeneration.

The £500m regeneration of Lower Broughton will be one of the largest and most challenging major regeneration projects in the UK and proposes to create a sustainable new community of over 3,500 mixed-tenure homes and a full range of community facilities and services including shops, leisure, employment, education and training. Salford City Council and Countryside Properties are liaising with the Local Education Authority to discuss proposals for the provision of a new primary school for the area. The aim of the scheme is to demonstrate best practice in urban regeneration.

The local community is at the heart of the planning and redevelopment of the area and Countryside Properties and Salford City Council have already undertaken an intensive 12 month consultation programme together with local residents and other stakeholders, to inform the masterplan. A Community Steering Group has been established to continually inform and ultimately manage the regenerated area.

History
Despite significant investment and successful regeneration programmes in central Manchester and Salford Quays, Lower Broughton has experienced rapid population decline from around 12,000 to 2,000 people over the past 30 years. The area has suffered from serious crime, health, and unemployment problems.  Salford City Council and Countryside Properties are currently working alongside the local constabulary and the community, together with central and regional Government to establish projects that address the underlying social and economic problems in the Lower Broughton area.

The Supplementary Planning Document for Lower Broughton Design Code was adopted in January 2006.

Long-term Vision
The redevelopment programme is expected to span some 10 to 15 years and demands more than just excellent design in order to turn around the area's fortunes.
