Planning and Transportation Panel
The Planning and Transportation Regulatory Panel is responsible for deciding planning and related applications and meets on the first and third Thursday of each month. In addition, the panel has a Site Inspections Meeting on the second Thursday monthly.
Those applications that require a decision by elected members (councillors) will be subject to a full report that is written at least ten days in advance of the meeting of the Planning and Transport Regulatory Panel.
The Regulatory Panel welcomes hearing the views of interested parties during its consideration of planning applications. In this way, the Panel can be more assured that it is aware of all considerations when it comes to make its decision. It is, therefore, normal practice to invite anyone who has already written to the Council with comments about an application to the meeting when the application is to be considered when the decision-making level is the Regulatory Panel. Applicants for planning permission and/or their agents are also invited should any 3rd party representations be received. Appendix 5 contains a copy of the information note accompanying such invitations.
Ward Councillors are also invited to attend the meeting during consideration of any application included on the agenda in which they have a particular interest. Members who have previously recorded their interest in an application will receive a letter inviting them to the meeting approximately 5 to 7 days beforehand
The Planning and Transportation Panel meets on the second week of every month with the specific purpose of inspecting the sites of a number of current planning applications. The decision to defer a decision in order to carry out a site inspection will have been made at a previous meeting of the Regulatory Panel.
The meetings commence at 9.30am at Salford Civic Centre and are open to the general public. Members of the public and interested parties are invited to speak to the panel members at the discretion of the panel chairman.
Site Inspections
The site inspection provides the Panel members with the opportunity to view the site and its surroundings and to enable a fuller appreciation of the likely impact of a development proposal to be made. The Panel undertaking the inspection will not make a decision about the acceptability of an application on that occasion. The application will be given further consideration at the next ordinary meeting of the Regulatory Panel.
In respect of site inspections, it should be noted that:-
- The applicant/agent and any persons making written representations about the application are invited to attend.
- Ward Councillors will be invited to attend any site inspections within their Ward.
- Whilst the comments of interested parties will be heard, it is not the purpose of the inspection for the Panel to debate the merits of applications. Where appropriate, this would occur at the following meeting when the relevant planning application will be placed on the agenda.
- The Panel endeavours to keep to a pre-determined timetable for site inspections. However, delays may occur when inspections take longer than expected.
