Development

A major objective of Salford City Council is to encourage local enterprise and new investment in the city and well-designed development is important to enhance and regenerate the city’s environment. To help achieve this objective, the city council now offer a Development Team Approach (DTA) providing early advice to help speed your proposal through the development regulation process.

DTA is a unique approach to the design and building process which operates by bringing together representatives from appropriate council services to offer co-ordinated advice on your proposed development at pre-planning application stage.

The development team will assist with any technical and legislative issues that may need to be addressed at the earliest possible stage. This will help to avoid any ‘surprises’ appearing later in the development process that may have a significant effect on the cost and feasibility of your proposal.

Aims

By generating a “one-stop-shop” service, this initiative is aimed at improved communication between the council, developers and other agencies involved in the development process providing an integrated system with the benefits of:

  • Cost savings through early identification of potential problems
  • Reduction in potential for giving conflicting advice
  • Improvement in the quality of planning applications
  • Quicker approvals to minimise delays and maximise efficiency

The size and type of development you propose will determine who is involved with the DTA and the level of response provided, but regular meetings may comprise representatives from:

Where appropriate, arrangements can be made for liasing with other approval-giving bodies such as the fire service and utility companies.

How the scheme works

Generally, if your development involves 10 or more dwellings, or retail, commercial or industrial development with a gross floor area of 500 m2 or more, the development team can provide a co-ordinated response to your pre-planning application enquiry. The service is designed to give you a clear picture of which consents are required for your proposed development as well as planning policy advice to identify any potential problems or pitfalls at an early stage and provide potential solutions where these are available. There are obvious time and cost savings to be gained by learning at an early stage that a particular proposal may be inappropriate. To get the best response from the DTA, your enquiry should include a minimum of a 1: 200 scale plan outlining the development together with a covering letter. To speed up the process, 8 plan copies should be submitted.

DTA meetings take place fortnightly and we will usually provide a written response within 7 working days of the meeting. Where appropriate, your subsequent attendance at DTA meetings to discuss your proposal in detail would be welcome.

Development Planning. The starting point for any development proposal is to ensure consistency with relevant planning policies. We provide valuable advice on policies set out in the Unitary Development Plan and where appropriate, can also advise on national and regional planning policy guidance.

Development Control. This section is responsible for processing planning applications and also provides advice on listed buildings, protection of trees, conservation areas, minerals and waste disposal. We provide an efficient and high quality service that contributes to the council’s overall objectives and the quality of life for residents and the business community.

Building Control. Responsible for co-ordinating the Development Team Approach, the section provides a fast and efficient building regulation plan checking service and a site inspection programme that can be tailored to meet your needs. We give help and advice on all aspects of building regulations and also provide a licensing consultancy, demolition procurement service, and a 24-hour response service to reports of dangerous structures.

GMGU. Provide valuable advice on a wide range of issues affecting proposed development including contaminated land, noise, air quality as well as issues arising directly from a proposed use such as operating hours. Our objective is to ensure that any development will meet all relevant criteria to help create a safe environment in which to live, work, shop or play.
