Submitting an application
Once you have determined that an application for planning permission is required, you need to submit an application.
Applying online saves the expense and hassle of traditional paper applications saving you time and money. Why not apply today online using the Planning Portal, you can even pay the application fee using a debit card. You must register to use this service.
Plans
It is important that you provide accurate drawings with sufficient detail to illustrate your proposal to both the council and the general public. These must be to a recognisable metric scale.
Some applications require four sets of plans to be submitted with the application documents but householder applications require only two sets and advertisement consents three.
Your application needs to include a location plan based on an Ordnance Survey extract at a scale of 1:1250 with the site clearly edged red and any adjoining land edged blue. These location plans can be bought from the council if required.
For all extensions, plans should be submitted which show the existing and proposed development.
For all building works the plans should include:-
- Floor plans
- All elevations
- Site layout plan
- These plans must be at a recognised metric scale.
Proposals for 'Changes of Use' should include internal arrangement of the existing and proposed use
Design and access statements
From the 10th August 2006 design and access statements became a compulsory requirement for all types of planning applications with the exceptions of:
- Change of use application (unless it involves operational development)
- Engineering or mining operations
- Householder applications (unless located within a conservation area)
A design and access statement is a report accompanying and supporting a planning application to illustrate the process that has led to the development proposal, and to explain and justify the proposal in a structured way.
The level of detail required in a design and access statement will depend on the scale and complexity of the applications, and the length of the statement will vary accordingly. Statements must be proportionate to the complexity of the application, but do not have to be long.

Forms
There are a number of different forms for different types of development. It is important that you choose the correct form and fully complete all the sections on the form that is relevant to you. Application forms are available online, but please check with us if you are not sure which form to use.
Ownership
Anyone can make a planning application regardless of ownership but in each case the owner of the land must be declared by completion of a certificate confirming ownership or alternatively service of notice on all other owners.
Fees
The decision to charge for planning applications has been made by Parliament and therefore the scale of fees is the same throughout England and Wales. The fee should be paid at the time the application is submitted. Payment by crossed cheque, payable to Salford City Council is preferred. Separate payment should be made for applications for planning permission and applications made under the Building Regulations.
If you are unsure of the fee applicable in your case, it is in your interest to consult the Planning Division before submitting your application to discuss the merits of the proposal. If underpaid, it will not be possible to deal with your application until the correct fee has been paid.
