Greater Manchester Joint Waste Development Plan Document

Under the provisions of the Planning and Compulsory Purchase Act 2004 the 10 unitary authorities in Greater Manchester have agreed to produce a joint waste development plan document (JWDPD) for Greater Manchester. The Greater Manchester Authorities consider that this arrangement offers the most potential for efficient and effective joint working in the production of the waste development plan document.

The JWDPD will include detailed development control policies and the identification of sites and preferred areas for a range of waste management facilities required up until 2020. The plan will form an integral part of each authorities’ Local Development Frameworks.

A planning team located within the Greater Manchester Geological Unit are responsible for all aspects of plan production and consultation, with assistance from the Greater Manchester authorities as necessary.

Development of the Greater Manchester Joint Waste Development Plan Document (JWDPD) commenced in September 2006. Initial consultation work was undertaken during Autumn 2006 through a series of stakeholder events. Due to the depth and breadth of issues identified through these events, it was decided that a two stage approach should be adopted for the preparation of Issues and Options for the JWDPD.

The Stage One Issues and Options Report was consulted on during May-and June 2007. A report on the outcomes of this process was published in November 2007 and is available on the Joint Waste Development Plan web site.

The Stage Two Issues and Options Report will be issued for consultation for 6 weeks between 6th October and 14th November 2008. It will revisit the issue of need for waste management facilities and explore the type of facilities that might be required as well as taking into account the feedback received through the Stage One Issues and Options consultation.

Importantly it begins to identify possible sites or areas where the provision of new or improved waste management facilities might be suitable together with a range of options for the spatial distribution of such facilities across the whole of Greater Manchester. It also discusses possible approaches towards the provision of a set of development management policies that will help to guide decisions on future planning applications.
