Planning Obligations

The Planning Obligations SPD sets out the city council’s approach to planning obligations when considering planning applications for development in Salford. It provides clarity to developers, development control officers, stakeholders and local residents regarding the basis on which planning obligations will be sought and will assist in securing both local and national objectives in respect of the provision of sustainable development across the city.
The emphasis of the document is on securing the highest quality open spaces and recreation spaces within the city, coupled with a first class public realm. Financial contributions that are secured in accordance with the policies of the SPD will be invested in accordance with local priorities that will be identified in supporting documents or Community Action Plans.
The SPD will also help to generate necessary investment for training local people in the construction industry, and will help reduce and offset carbon dioxide emissions in the city by advising on and encouraging the achievement of BREEAM standards.
The Planning Obligations Supplementary Planning Document (SPD) was adopted by the council on 21 March 2007.
