Stages of the UDP Review

Salford’s current UDP was adopted by the city council on 21 June 2006. In order to be formally approved as the Development Plan for Salford, the document had to go through a number of procedural stages during its development. Details of this process is set out below.

Key stages in the production of the Replacement Unitary Development Plan included the following:

Plan Review Issues Paper

The starting point for the UDP review was the publication of an Issues Paper in April 1999. Copies of the issues paper were placed in the city council's main reception and in local libraries. Further copies were sent to schools throughout the city and a special feature placed in the July 1999 edition of ‘Salford People’, a free council magazine delivered to households throughout the city. In addition the council gave presentations to the city’s nine community committees and some 800 consultees were either sent a copy of the issues paper or a letter informing them of the paper’s publication. In total 51 individuals or organisations submitted comments to the paper.

First Deposit Draft Replacement Plan

The First Deposit Draft Replacement Plan was published in early 2003 and was subject of a statutory 6-week consultation period, from February to March 2003. In response to this the council received 2998 representations, of which 2740 were objections and 258 statements of support. The council carefully considered these representations and subsequently made changes to the plan, which were published as the Revised Deposit Replacement Plan.

Revised Deposit Draft Replacement Plan

The Revised Deposit Draft Replacement Plan was published in November 2003, with a period of public consultation running until January 2004. The council received 329 representations during this period, 254 objections and 75 statements of support. The council considered these representations and proposed further amendments to the plan. These changes were published towards the end of June 2004, and subject to a six-week consultation period.

Pre-Inquiry Changes to the Draft Replacement Plan

The council published some proposed pre-inquiry changes to the draft plan in June 2004 which were then subject to a six week period of public consultation. In all 271 representations were received to these pre inquiry changes.

Further Pre Inquiry Changes to the Draft Replacement Plan

The council also published further pre-inquiry changes to the draft plan, which were of a minor nature. Public consultation on the further pre-inquiry changes ran from 27 September to the 8 November 2004.

UDP Public Inquiry

All objections to the 'Draft Replacement Plan' were considered by an independent government inspector at a public inquiry held between 7 September 2004 and 28 February 2005.

The Inspector's Report of the UDP Inquiry was published on the 30 September 2005.

UDP Modifications

Following consideration of the UDP Inspector's Report, the city council published a set of proposed plan modifications. These modifications were subject to a statutory six week period of public consultation commencing on Monday 9 January 2006 and finishing on Monday 20 February 2006.

Notice of Intention to Adopt the Plan

At its meeting of 12 May 2006, the city council resolved to make no further modifications to the Plan and to hold no further public inquiry. The formal Notice of Intention to Adopt the Plan was published on Monday 22 May 2006.
