As transport problems and awareness of the impacts have increased, there has been a gradual change in thinking in the public arena.

Greater emphasis is now being placed on ‘managing’ the demand for transport.  This includes both infrastructure improvements and awareness raising to encourage a change in individual travel behaviour.

The need to achieve a more sustainable transport system is central to a number of recent government policies on transport, such as the 1998 Integrated Transport White Paper (ITWP) and the Planning Policy Guidance on Transport (PPG13).

Sustainable transport is also central to the Local Transport Plan process, the mechanism by which councils develop and implement the policies outlined in the White Paper (as above).

The Government has published  “Transport 2010 The 10 Year Plan”, based on partnership between the public and private sectors to provide a modern integrated high quality transport system.
