Making the vision real: Salford's community plan for 2006-2016

The community plan sets out a clear vision and a number of challenging ambitions for Salford.

It was launched in December 2005 by Salford’s local strategic partnership, Partners in Salford.

Vision statement

In 2016, Salford will be a beautiful and welcoming city, driven by energetic and engaged communities of highly-skilled, healthy and motivated citizens, who have built a diverse an prosperous culture and economy which encourages and recognises the contribution of everyone, for everyone.

Inter-related themes

Seven inter-related themes have been agreed, underpinned by specific actions and targets to promote the economic, social and environmental well-being of the city.

The themes also reflect the priorities expressed by local people in community action plans:

  1. A healthy city
  2. A learning and creative city
  3. A safe city
  4. A city where children and young people are valued
  5. An inclusive city with stronger communities
  6. An economically prosperous city
  7. A city that's good to live in

These themes link to key strategies of both the council and key partners, and reflect regional, sub-regional and national priorities.

All partners share a commitment to and ownership of the vision set out in the community plan.

Strategic imperatives
The plan also contains seven 'strategic imperatives', or issues that must be addressed in order for the city to improve. These imperatives will be challenging, but if we work together we can achieve them:

  • Imperative 1: Improving secondary school attainment
  • Imperative 2: Reskilling the adult population
  • Imperative 3: Reducing polarisation and inequalities
  • Imperative 4: Raising aspirations
  • Imperative 5: Increasing community engagement
  • Imperative 6: Attracting newcomers
  • Imperative 7: Improving environmental sustainability
