Off-road vehicles and Mini Motos

Tackling the anti-social use of off-road vehicles and Mini Motos is a priority in Salford and we are committed to putting initiatives in place to reduce the number of unsafe and illegal vehicles on the road and in our parks and open spaces.

Legal use of Mini Motos

They must only be used on private land to which the public have no access, and the permission of the landowner must be obtained.

Petrol powered Mini Motos are classed as motor vehicles under the Road Traffic Act. These machines do not comply with road traffic legislation relating to tyres, brakes, lights etc. They are not type approved and therefore cannot be registered for road use. Riders would also be required to have a license and insurance, (insurance is required not only for road use but also for use in any public place).

This means that they cannot

  • be used on a road (used includes being pushed, road includes the footway adjacent to it)
  • be used off road on footpaths, in parks, in car parks, on common land or at any other location where the public have access at the time.

The police have powers to seize and destroy any Mini Moto being used on a road or other public place without insurance or in a careless manner to the annoyance of residents or other road users.

Remember, these machines are capable of attaining relatively high speeds. Any collision in which they are involved may result in death or serious injury.

Targeting the problem

Salford is at the forefront of the fight to tackling off-road vehicle nuisance and has developed an innovative approach to reducing the problem of motor vehicles being ridden in an anti-social manner in parks and green space across the city.

In partnership with Greater Manchester Police Authority (GMPA) Salford City Council has developed a programme of operations to target a number of parks, including Prince's Park in Irlam, Peel Park in Little Hulton, Bolton Road playing fields and Albert Park, Broughton.  The focus of these operations is to identify individuals riding motor vehicles in the park in an anti-social manner and to seize the vehicles.

This crackdown complements the work being done by Salford trading standards who are seizing dangerous bikes at source to help prevent people getting on them in the first place and risking injury to themselves and others.

£500,000 worth of mini motos were recently destroyed after they were found to be unsafe. The Salford trader who put them on sale is due in court later this month.
