Creation of a Learning Support Service for Salford

Consultation on the proposal to create a Learning Support Service for Salford City Council.

The current Inclusion Teaching Services provide support to schools in order to enable them to meet the needs of pupils from normally available resources.

This is a complex organisation which has evolved rather than been designed. 

The proposal is to create from within the current budget an Inclusion Support Service which is designed to:

  • Meet the needs of the pupil population across the city.
  • Support schools in meeting their duties through the National Curriculum statement which entitles all pupils to Quality First Teaching.
  • Support schools in meeting the needs of pupils at School Action and School Action Plus.
  • Focus on improving outcomes for children and young people.

The consultation is now closed.

The proposal

All children and young people with Special Educational Needs (SEN) and disabilities have the same entitlement as all children and young people to participate equitably education, to be included alongside their peers, and to achieve their full potential.

The creation of a Learning Support Service in Salford will improve:

  1. The offer made by to schools for Learning Support.
  2. The outcomes for children and young people with Special Educational Needs and Disabilities (SEND).
  3. The efficient and effective use of resources.
  4. Assist in planning, developing, and commissioning services.
  5. Assist in developing effective partnership working.
  6. Provide a framework for self-evaluation.
  7. Build capacity within schools, services and settings.

The Learning Support Service in Salford will provide support in all Code of Practice SEND categories.

  • Cognition and learning
  • Communication
  • Sensory
  • Behaviour

The new service will have a single point of leadership, reporting to the Head of SEN and Complex Needs and will have clear roles, responsibilities, operating procedures, criteria for allocation and be outcome driven.

It is proposed that the service will be staffed by:

  • 1 Head of Teaching Support
  • 2 senior teachers
  • 13 teachers
  • 15 teaching assistants
  • 1 mobility officer
  • 2 administration posts
