Salford City Council proposes to make the following order under the Road Traffic Regulation Act 1984.

The effect of the Order will be to introduce No Waiting at Any Time on:

Campbell Road

  • west side, from 5m northwest of Thorn Road northerly for 5m
  • west side, from 5m south east of Thorn Road south easterly for 11m
  • both sides, from 32m north east of Rolag Crescent, north easterly for 46m around the bend
  • north side, from 10m north east of Rolag Crescent to 9m south west of Nassau Drive
  • both sides, from its western cul-de-sac end (opposite numbers 119/124) easterly for 21m including the turning head on the north side of road
  • both sides, from 45m east of its western cul-de-sac end (opposite numbers 119/124) easterly for 30m
  • south side, from 12m southwest from Arkwright Way north easterly to 12m northeast from Arkwright Way
  • south side, from 8m southwest from Hargreaves Street, to 9m northeast from Hargreaves Street

Proposed Introduction of Flat Top Road Hump

  • Campbell Road, Swinton Park

Notice is hereby given that Salford City Council proposes to introduce:

A Flat Top Road Hump: 75mm high (+/- 15mm), 10 metres in length, with approach ramps with gradients no steeper than 1:10, for the full width of the carriageway on –

Campbell Road, located 23.7 metres south west of the southern extended kerb line of Marlow Drive (measured to the mid-point of the road hump).

A plan showing the location of the Flat Top Road Hump may be inspected at Swinton Gateway, 100 Chorley Road, Swinton, M27 6BP Monday to Friday 9am to 6pm.

City of Salford (Campbell Road Area, Swinton Park) (Prohibition Of Waiting) Order 2024

Salford City Council in exercise of its powers under Sections 1(1), 2(1) to (3) and 4(2) of the Road Traffic Regulation Act 1984 ("the Act"), and of all other enabling powers and after consultation with the Chief Officer of Police for the County of Greater Manchester in accordance with Part III of Schedule 9 to the Act, hereby makes the following Order:

Interpretation 

In this Order:

  • “Disabled Person’s Badge” has the same meaning as in The Disabled Persons (Badges for Motor Vehicles) (England) Regulations 2000;
  • “Disabled Person’s Vehicle” means a vehicle lawfully displaying a disabled person’s badge being a vehicle which, immediately before or after any period of waiting allowed by virtue of a provision of a kind required by the Local Authorities’ Traffic Orders (Exemptions for Disabled Persons) (England) Regulations 2000 to be included in an order under the Act, has been or is to be used for carrying disabled persons as passengers;
  • “Parking Disc” means a disc, issued by a local authority, 125 millimetres square, coloured blue and capable of showing the quarter hour period during which a period of waiting begins, which has not ceased to be valid.

For the purpose of this Order a vehicle shall be regarded as displaying:

  • a Disabled Person’s Badge in the relevant position if:
    • the badge is exhibited on the dashboard or facia of the vehicle, or
    • where the vehicle is not fitted with a dashboard or facia, the badge is exhibited in a conspicuous position on the vehicle,
    • so that the front of the badge is clearly legible from the outside of the vehicle;
  • a Parking Disc in the relevant position if:
    • the disc is exhibited on the dashboard or facia of the vehicle; or
    • where the vehicle does not have a dashboard or facia, the disc is exhibited in a conspicuous position on the vehicle,
    • so that, when marked to show the quarter-hour period during which a period of waiting began, that period is clearly legible from the outside of the vehicle.

The Interpretation Act 1978 shall apply for the interpretation of this Order as it applies for the interpretation of an Act of Parliament.

No waiting at any time

Save as provided in Article 3 of this Order no person shall, except upon the direction or with the permission of a constable in uniform or a civil enforcement officer, cause or permit any vehicle to wait at any time on the lengths of road specified in the Schedule to this Order.

Exemption from prohibition – general exemptions

Nothing in Article 2 of this Order shall prevent any person to cause or permit any vehicle to wait on the lengths of road referred to in that Article for so long as may be necessary to enable:

  • a person to board or alight from the vehicle;
  • the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in connection with any of the following operations, namely:
    • building, industrial or demolition operations;
    • the removal of any obstruction to traffic;
    • the maintenance, improvement or reconstruction of the said length of road; or
    • the laying, erection, alteration or repair, in or on land adjacent to the said length of road, of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus defined in the Telecommunications Act 1984;
  • the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in the service of a local authority or a water authority in pursuance of statutory powers or duties;
  • the vehicle to be used for the purpose of delivering or collecting postal packets as defined in the Postal Services Act 2000;
  • the vehicle to take in petrol, oil, water or air from any garage situated on or adjacent to the said length of road;
  • the vehicle to wait at or near to any premises situated on or adjacent to the said length of road for so long as such waiting by that vehicle is reasonably necessary in connection with any funeral;
  • the vehicle to be used for fire brigade, ambulance or police purposes; or
  • goods to be loaded on to or unloaded from the vehicle.

Exemption for disabled persons’ vehicles

Nothing in Article 2 of this Order shall prevent any person to cause or permit a disabled person's vehicle which displays in the relevant position a disabled person's badge, and a parking disc (on which the driver or other person in charge of the vehicle, has marked the time at which the period of waiting began) to wait on the lengths of road referred to in that Article for a period not exceeding three hours (not being a period separated by an interval of less than one hour from a previous period of waiting by the same vehicle on the same length of road on the same day).

Campbell Road

  • West side, from a point 5 metres northwest of the northern extended kerbline of Thorn Road in a northerly direction for 5 metres
  • West side, from a point 5 metres south east of the southern extended kerbline of Thorn Road in a south easterly direction for 11 metres
  • Both side, from a point 32 metres north east of the eastern extended kerbline of Rolag Crescent, in a north easterly direction for 46 metres around the bend.
  • North side, from a point 10 metres North East of the eastern extended kerbline of Rolag Crescent to a point 9 metres south west of the western extended kerbline of Nassau Drive
  • Both sides, from its western cul-de-sac end (opposite numbers 119/124) in an easterly direction for 21 metres including turning head on north side of road.
  • Both sides, from a point 45 metres east of its western cul-de-sac end (opposite numbers 119/124) in an easterly direction for a distance of 30 metres
  • South side, from a point 12 metres southwest from the south western extended kerbline of Arkwright Way in north easterly direction to a point 12 metres northeast from the extended north eastern kerbline of Arkwright Way
  • South side, from a point 8 metres southwest from the south western extended kerbline of Hargreaves Street, to a point 9 metres northeast from the north eastern extended kerbline of Hargreaves Street.

Lakefield Gardens                            

  • Both sides, from the south eastern extended kerbline of Campbell Road in a south easterly direction for 10 metres
  • East side, from a point 10 metres south of the southern extended kerb line of Merino Grove to a point 10 metres north of the northern extended kerb line of Merino Grove
  • East side, from a point 10 metres south of the southern extended kerb line of Hattersley Close to a point 10 metres north of the northern extended kerb line of Hattersley Close
  • Both side from a point 45 metres south of the southern extended kerb line of Hattersley Close, in a southerly direction for 8 metres to the northern extended kerb line of Lakefield Gardens
  • Both sides, from its western Cul-de-sac end in an easterly direction for a distance of 44 metres including turning head on south side of the road

Merino Grove

  • South side, from the extended eastern kerbline of Lakefield Gardens in an easterly direction for 14 metres
  • North side, from the extended eastern kerbline of Lakefield Gardens in an easterly direction for 10 metres

Hattersley Close       

  • Both sides, from the extended eastern kerbline of Lakefield Gardens in an easterly direction for 10 metres

Rolag Crescent

  • Both sides, from the north western extended kerb line of Campbell Road in a northerly direction for 10 metres
  • Both sides, from its northeast cul-de-sac end (O/S 14/16) in a southerly direction for 30 metres

Statement of Reasons

City of Salford (Campbell Road Area, Swinton Park) (Prohibition of Waiting) Order 2024 

Following the recent construction of a housing development known as ‘The Brackens’, at the southern end of Campbell Road, it has been necessary to review the existing waiting restrictions in the area to determine if they will meet the needs of the development and maintain highway safety - such as sight lines and access for all vehicles including service and emergency vehicles.

As The Brackens is in the vicinity of Swinton Greenway, it has also been considered necessary to review the existing arrangements to ensure any routes of access to Swinton Greenway are not impacted.

In that context it is proposed to introduce No Waiting at Any Time restrictions:

  • to maintain safe access and egress for all vehicles including emergency and service vehicles;
  • to maintain good visibility splays at junctions, that will help cyclists and pedestrians feel safe when traveling in and through the area; and
  • to ensure that pedestrian crossing points are not impacted by parked vehicles.

The proposals are for junction protection and emergency access protection for the new estate roads on: Merino Grove, Lakefield Gardens, Hattersley Close, Rolag Crescent, Hargreaves Street, Nassau Drive, Arkwright Way, Horrocks Lane and Jacquard Close - and restrictions on Campbell Road and Folly Lane close, to their junction with either end of Thorn Road.
