Salford City Council proposes to make the following order under the Road Traffic Regulation Act 1984.

The effect of the proposed Order will be to introduce 20mph on the following roads, for their entire lengths, unless otherwise specified:

City of Salford (Fir Street Area) (20 Mph Speed Limit and Revocation) Order 2023

Salford City Council in exercise of its powers under Sections 82 and 84 of the Road Traffic Regulation Act 1984 (hereinafter called "the Act") having given notice in accordance with subsection (2) of that Section and having consulted with the Chief Officer of Police for the County of Greater Manchester in accordance with Part III of Schedule 9 to the Act hereby makes the following Order.

Interpretation

In this Order:

  • "Special Forces" means those units of the armed forces of the Crown the maintenance of whose capabilities is the responsibility of the Director of Special Forces or which are for the time being subject to the operational command of that Director.

The Interpretation Act 1978 shall apply for the interpretation of this Order as it applies for the interpretation of an Act of Parliament.

20mph speed limit zone

  • The roads specified in Schedule 1 to this Order shall cease to be restricted roads for the purposes of section 81 of this Act
  • No person shall drive any motor vehicle at a speed exceeding 20 miles per hour on the lengths of road specified in Schedule 1 to this Order
  • No speed limit imposed by this Order applies to the vehicles falling within Regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 when used in accordance with Regulation 3(5) of those Regulations.

Amendments to existing order

The Order specified in Schedule 2 to this order is amended to the extent as specified in Schedule 2 to this order.

Extent of revocation, in schedule to the order:

  • Buckingham Road - for its entire length
  • Sussex Road - for its entire length
  • Berkshire Road - for its entire length
  • Melville Road - for its entire length
  • Kent Road - for its entire length
  • Enticott Road - for its entire length

City of Salford (Fir Street Area) (20 Mph Speed Limit And Revocation) Order 2023

Statement of reasons:

Requests have been made to the Irlam and Cadishead Highways Task Group to introduce 20mph speed limit on Fir Street, Lords Street and Cumberland Avenue.

The majority of Fir Street is currently subject to 30mph speed limits. There are also traffic calming measures such as speed cushions, raised junctions and road narrowings in place.

There is an existing speed limit of 20mph around St Mary’s Church of England Primary School, and introducing a 20mph speed limit for the rest of the area would further contribute to the safety within the vicinity of the school but would also ensure that safety is maintained in the wider residential area.

In line with Salford City Council’s policy of introducing 20mph speed limit on all residential roads, it is proposed to implement a 20mph speed limit in the area.

The introduction of 20mph speed limits would reduce vehicle speeds, consequently improving road safety and would also offer greater protection to both pedestrians and cyclists.
