School Road

Salford City Council proposes to make the following order under the Road Traffic Regulation Act 1984:

City of Salford (School Road, Eccles) (Prohibition of Driving Except Cycles and Access Only) Order 2023

The effect of the Order will be to introduce the following: Prohibition of Driving Except Cycles and Access Only on:

School Road

  • Full width of the carriageway, from its junction with Edison Road to its junction with Stanley Road.

A copy of the Order and plan will be available for inspection at Swinton Gateway, 100 Chorley Road, Swinton, M27 6BP, Monday to Friday 9am to 6pm inclusive.

Statement of reasons

Prohibition of Driving except for access and except cycles on School Road at the junction with Stanley Road will improve road safety in the area as there is no need for vehicles entering School Road. The road is already a ‘No Through’ road and there are no vehicular accesses, therefore it is proposed to prohibit motor vehicles from entering the road (except for access – maintenance and any utility works).

Salford City Council in exercise of their powers under Sections 1(1) and 2(1) to (3) and 92 of the Road Traffic Regulation Act 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police for the County of Greater Manchester in accordance with Part III of Schedule 9 to the Act hereby makes the following Order:

Interpretation

  1. The Interpretation Act 1978 shall apply for the interpretation of this Order as it applies for the interpretation of an Act of Parliament.

Prohibition of driving except cycles

  1. Save as provided in Article 3 to this Order no person shall, except upon the direction or with the permission of a constable in uniform, a civil enforcement officer, cause or permit any vehicle to enter, proceed or wait in the lengths of road specified in the Schedule to this Order.

Exemption from prohibition of driving

  1. Nothing in Article 2 of this Order shall prevent any person to cause or permit any vehicle to enter, proceed or wait on the lengths of road specified in the Schedule to this Order for so long as may be necessary to enable a vehicle to be used for the following purposes:
    • police, fire brigade or ambulance purposes;
    • in the service of the local authority or water undertaking in pursuance of statutory powers and duties, the maintenance, cleaning, improvement or reconstruction of the said length(s) road or the laying, erection, alteration, or repair in or adjacent to the said length(s) of road of any sewer, main pipe or apparatus for the supply of gas, water or electricity or of an telecommunications apparatus as defined in the Telecommunications Act 1984;
    • any demolition or building operation.

Exemptions in other orders

  1. Insofar as there are any inconsistencies between the provisions of this Order and the exemptions contained in any other Order made or having effect as if made under the Act, the provisions of this Order shall prevail.

Authorisation of the placement of bollards

  1. This Order authorises the placement of bollards across the length of road specified in the Schedule to this Order so as to prevent unauthorised access but to permit those vehicles exempted by this Order proceeding in accordance with this Order.

  • School Road - Full width of the carriageway, from its junction with Edison Road to its junction with Stanley Road.
