Pupil Placement Panel

The Pupil Placement Panel (PPP) is a group of officers and secondary school headteachers. The panel consider cases of pupils who have either been permanently excluded or who are at serious risk of permanent exclusion. The aim of the panel is to prevent exclusion and to aid the re-integration of permanently excluded pupils back into schools.

The PPP consider the following options:

  • a permanent move to another high school
  • a temporary place in a pupil referral unit
  • a permanent package of support from the PRU
  • re-integration of a permanently excluded pupil

Who is on the panel?

The panel includes four permanent members:

  • Paul Greenway - Assistant Director - Strategy & Commissioning
  • Lesley Taylor -Commissioning Manager - Admissions & Exclusions
  • Jacqui Hughes - Head of Education Inclusion Service
  • Almut Bever-Warren - Headteacher - New Park High

There will also be two other headteachers on the panel, one representing community schools and the other representing voluntary aided schools. The panel meet monthly.

What happens at the meetings?

The panel members will receive referral papers prior to the meeting and each case will be considered. The panel reach a decision based on the information available to them at the meeting.

For permanently excluded pupils, a parent's first choice of school might not always be possible to meet, this is dependent on how many excluded pupis the school have already admitted.

What is a managed move?

Where a school has taken action to meet the needs of your child and now feel that they are no longer able to meet them within the resources available they may consider requesting a managed move to another school. Managed moves will only be appropriate for pupils who have perhaps experienced a breakdown in relationships at their current school.

The decision to request a managed move should be made at a planning or review meeting. The school must consult and gain your agreement before making the request for consideration to the panel. A request for a managed move can only be made by a school. Schools are limited to one referral to the panel each month.
