The role of Overview and Scrutiny is to look at the services and issues that affect the lives of people in Salford.

It's about listening to the concerns of local people and to check how the council and other organisations are performing and where necessary seek improvement.

Poverty Commission Poverty in Salford has been raised as an issue of concern from several areas, during various consultation exercises and the annual scrutiny work programme event. Therefore the scrutiny chairs have decided to set up a commission group to look at the issue in more detail. The focus of the commission will be to look specifically at financial exclusion and the impact this has on the citizens of Salford. A launch event is to take place on 20 July 2010. It will provide an opportunity for elected members to gain an understanding of the effects of poverty and the services currently provided by both the council and its partners in tackling the issue.It is anticipated that the project work will commence directly after recess.
Respect Agenda Commission The draft parenting report was presented to Cabinet on 24 March 2009. All the recommendations within the report were accepted and it was agreed that an action plan would be produced stating how they would be implemented. Once the action plan is completed it will be presented to members of the Commission group and the two relevant scrutiny committees (Children, Young People and Families and Sustainable Regeneration) for information and will be monitored accordingly on an ongoing basis.

Attendance management
  • The review of attendance management in Community, Health and Social Care directorate

The next meeting is to be held later on in the year, when the review in Community, Health and Social Care will be monitored.
Schools Budget sub-group
  • A review of the way of the way in which funding is allocated to schools
  • Analysis of all school budgets undertaken and a sample of schools selected
  • Meetings held with various head teachers and their respective chair of governors in order to discuss the current budget situation
  • A comparison with other local authorities undertaken

The group has completed the task of meeting with various schools and collecting information. A meeting was held in February to consider the evidence obtained and draw up the findings and recomendations for the report.

The draft report has been compiled and this will be discussed in the near future during a meeting with the Lead Member and Acting Director of Children's Services.

Health inequalities
  • Members are working closely with the IDEA on this appreciative inquiry, this project is based on the strengths within a community rather than looking for a problem and a solution. Therefore the inquiry will focus on the non smokers in the North Walkden area, as this war has a higher than national average level of smoking
  • A number of meetings with officers and partners have been held. Members have also met with people who work in the local community such as neighbourhood management, health improvement and community development workers

To meet with other officers from Salford Community Leisure and Youth Service. Members will also be meeting with some young people in the area to arrange training for those who will be involved.

This project will be running to approximately September 2010 although as it is continually evolving, it may be extended.

Cycle Forum The forum are considering cycle parking provisions across the city for current and proposed cycle routes.
