The Spike Island Housing Estate in Lower Broughton is an inner city estate of predominantly council housing that was built in the late 1960s on a ‘Radburn' style layout. In the 1990s the estate of approximately 600 dwellings was in decline with a number of distinctive problems:

  • Lack of defensible space and incurtilage car parking
  • Hardsurfacing without apparent ownership
  • Poorly lit passageways, vulnerable to crime and fly tipping
  • Poor image and reputation

Radical remodelling was required to improve living standards for the residents and attract potential residents to the estate. In 1999 a redevelopment plan led by The Landscape Design Group and Client directorate was approved and a £10.8m funding package secured.

Subsequently a design steering group was formed consisting of client Housing Officers, Landscape Architects and resident representatives. This group met at all key stages of the redevelopment and was a vital part of the decision making process.

Due to the size and complexity of remodelling the estate was divided into seven phases. Four phases were procured via competitive tender and three via partnering.
