Strategic Flood Risk Assessment 2005

The council was the first authority in the North West to have undertaken a Strategic Flood Risk Assessment (SFRA). This shows those parts of the city that may be at risk of flooding under a range of scenarios including the area of flood, direction of flow and depth of water.

The detailed assessment concentrated in the Lower Irwell Valley where there are a large number of existing properties within the flood plain and there are major proposals for regeneration. The assessment provides modelled information about the area of potential flooding, the direction of flow and the expected depth of water for a 'possible scenario' (1:100 years) and a 'negligible scenario' (1:1000 years).

The SFRA made a series of recommended mitigation measures which should be undertaken in relation to new development and the public realm.

This document has now been superseded by the Manchester, Salford and Trafford Level 2 Hybrid SFRA 2010. As well as including updated modelling, the later document covers a wider area and provides more detail on flood risk from multiple sources, including canals and surface water. Nevertheless, the original SFRA continues to provide useful background information on the risks and possible mitigation measures in the Lower Irwell Valley.

Masterplanning
The regeneration proposals for Lower Broughton, Kersal and Charlestown will require new development to be built within flood risk areas.

The redevelopment of these areas will require a pattern of land uses that ensures that vulnerable uses such as new housing / community facilities are located in the "dry" locations and water compatible uses such as amenity spaces, sports and recreation facilities and in the "wetter" locations.

The council's Strategic Development Partners and Housing Market Renewal Team are taking full account of flood risk in their masterplans and areas of housing renewal.

The adopted Lower Broughton Design Code (Supplementary Planning Document) takes full account of the design implications associated with possible flood risk.
