Strategic Housing Land Availability Assessment

Paragraph 54 of Planning Policy Statement 3 (PPS3): Housing requires Local Planning Authorities (LPA's) to identify sufficient deliverable sites to deliver housing over a five year period, through a Strategic Housing Land Availability Assessment (SHLAA). To be considered deliverable, sites should:
- Be available - the site is available now
- Be suitable - the site offers a suitable location for development now and would contribute to the creation of sustainable, mixed communities
- Be achievable - there is a reasonable prospect that housing will be delivered on the site within five years
Local Planning Authorities should also identify a further supply of specific, developable sites for years six to ten and, where possible, for years 11 to 15 (PPS3, paragraph 55).
2010-2025 Strategic Housing Land Availability Assessment
The city council published its first SHLAA in March 2008, covering the period between 2008 and 2023. The 2008 Assessment has been updated and rolled forward to cover the period from 2010 to 2025, informing preparation of the Draft Core Strategy, and to bring the assessment up to date to reflect changing housing market conditions. The assessment has been undertaken in accordance with PPS3, and the Department for Communities and Local Government Practice Guidance on undertaking a SHLAA, and it can be downloaded at the bottom of the page.
The assessment demonstrates a current five year supply of deliverable sites when considered against the requirements of the (now revoked) Regional Spatial Strategy. An excess of deliverable and developable sites has also been identified to meet the requirements over a ten year period.

Update to the 2010-2025 Assessment
Work has commenced on an update to the 2010-2025 SHLAA, covering the period from 2011. As part of this update the city council would welcome your comments on the 2010-2025 SHLAA, particularly in terms of the methodology and the general findings of the Assessment. In addition, comments relating to individual sites included in the study would be welcomed, particularly in terms of their:
- Suitability, availability and achievability for housing (and therefore deliverability/ developability for housing)
- Total yield / density
- Mix of dwellings, in terms of houses and apartments
- Estimated time period for the completion of dwellings, and the phasing of development
The city council is also inviting interested parties to submit sites that might have the potential to deliver new housing in the future, and which have not already been assessed by the city council as part of the 2010-2025 SHLAA. Sites should be greater than 0.25ha in size (or above 0.1ha in the town and Regional Centres). A proforma should be completed for each suggested site, and this is available to download below.
