The future of service reviews

Since the 1 April 2006 Salford City Council entered a new phase of contractually monitoring and reviewing all of its Supporting People funded services. Subsequently developing a contract management guidance pack and toolkit, which began our processes of contractually managing all of our Supporting People funded services.

Salford introduced the term contract appraisal as a way of differentiating between the old review process and our new approach to contract management and in turn ensure that all of our Supporting People funded services continue to be regularly monitored, evaluated and assessed.

These appraisals are key to the new way in which Salford City Council manages its Supporting People services and include:

  • Identifying issues and potential problems with the contract
  • Obtaining and receiving information which is timely, adequate and relevant
  • Identifying developing trends
  • Identifying changing demands from service users including service user satisfaction levels.
  • Fulfilment of contractual obligations and identifying reasons for variance
  • Assessing the quality of service, including performance (is the service fit for purpose?)
  • Assessing the financial position of a service versus budget including assessing value for money, opportunities to reduce costs and improve services and procedures.
