Unitary development plan (UDP)

The unitary development plan (UDP) is a statutory document that sets out the council's planning policies that are used to guide development, conservation, regeneration and environmental improvement activity in Salford.
The UDP taken together with the regional spatial strategy and other adopted development plan documents comprises the development plan for the city. Decisions on planning applications must be made in line with the development plan, unless there are clear material considerations which dictate why this should not be the case.
The city of Salford unitary development plan 2004 to 2016 was adopted by the city council on 21 June 2006, but a number of policies contained within it expired on 21 June 2009. In addition, two further policies expired on 1 April 2012 upon adoption of the Greater Manchester joint waste development plan document and three further policies expired on 26 April 2013 upon adoption of the Greater Manchester joint minerals development plan document.
The saved policies which continue to form part of the development plan are set out in the saved policies document which can be downloaded below. This document also lists all policies that are no longer saved.
An electronic version of the plan's written statement is also available, together with an interactive UDP proposals map. There have been several amendments to the proposals map since the adoption of the UDP in June 2006. These changes are reflected on the interactive UDP proposals map, and the document available to download at the end of the page provides a summary of all changes.
For more information on the processes that were involved in the saving of UDP policies, and the associated documents, visit our saved UDP policies page.
It is still possible to view the full UDP written statement as adopted on 21 June 2006. The document may also be downloaded at the foot of the page.
The UDP underwent an extensive process of public consultation and examination over a period of seven years. Details of these stages of development can be seen at the stages of UDP review page.
