What is a commission?
When an issue is cross-cutting and falls outside the area of a specific scrutiny committee, the scrutiny chairs may decide to set up a scrutiny commission. The membership of the commission will include elected members, expert advisors and also co-opted members, chosen for their expertise or interest in the issue.
A scrutiny committee will carry out a time limited piece of scrutiny, making recommendations to cabinet and/or other organisations involved, based on its findings.
The commission would make arrangements for monitoring how its recommendations are put into practise and may regroup as and when required.
