What is a sub group/panel?

A scrutiny committee may ask for a smaller group of members to meet together over a period of time to consider a particula topic in-depth. The  sub group or panel can make recommendations back to the main scrutiny committee based on its findings, which the committee may or may not agree.

The sub group or panel would make arrangemnts for monitoring how its recommendations are put into practice.
