Call-ins

When a decision is made by the City Mayor, the cabinet or a lead member, there is a period of five working days where a request to call in the decision may be initiated.

Call-in should only be used in exceptional circumstances, where members have evidence which suggests that a decision was not taken in accordance with the principals of decision making (as set out in the constitution).

Decision referred to the City Mayor, after reconsideration the City Mayor confirmed the original decision with the following additions:

  1. The Pendleton Hardship Fund is open to all tenants in the PFI council owned stock, this was previously restricted to those not in receipt of Housing Benefit / Universal Credit;
  2. Additional funding has been made available to fund a support post for a two year term to provided one to one advice and assistance to residents to maximise their income; and
  3. The Hardship Fund eligibility criteria has been extended to provide assistance with the payment of fuel bills capped at a maximum of £226 per household.

Decision referred to the Assistant Mayor for Strategic Planning, after reconsideration the Assistant Mayor was minded not to change the decision. However, a three stage approach would be adopted in respect of the future of the Stott Lane car park -

  1. Short Term – that the trial cashless parking scheme (pay by phone) due for introduction in January, 2014, be monitored and assessed as to its effectiveness and also that existing car park signage be reconsidered as to its suitability.
  2. Medium Term – that the implications of re-introduction of a barrier controlled pay on exit system be assessed.
  3. Long term – that any future decisions in relation to the car park would fully consider budget implications for both parties i.e. the Council and the Hospital Trust.
