The council operates a fair and open competition by following transparent and auditable procedures in all tendering and contracting activity and aims to provide a wide range of businesses with a variety of commercial opportunities.

To trade with the council register free on the north west business portal The Chest. The chest provides current and potential suppliers to:

  • view forthcoming contract opportunities for Salford and neighbouring councils
  • register free to receive email alerts for contract areas of interest on the day that they are advertised

As a public sector organisation, Salford City Council is required to work to EU Procurement Directives (which are implemented by UK legislation) applying to contracts above given thresholds. The Official Journal of the European Union (OJEU) is where tender opportunities above the OJEU thresholds must be advertised.  

Current threshold values are as follows (effective 1 January 2020):

  • Goods and services £189,330
  • Works and concessions £4,733,252
  • Light Touch Regime £663,540

The EU directives clearly outline the procedures and standards to be followed by the city council when undertaking a tender exercise and awarding contracts with the emphasis on non-discrimination and competition. Where the value of contracts is below EU thresholds, the council's contractual standing orders (part of the council's constitution - part 5, section B) are applied when undertaking quotation or tender exercises.
