The government has awarded a one-off fund of £60million to the ten Greater Manchester Local Authorities to roll out the Additional Restrictions Grant (ARG). This is to support businesses affected from Friday 23 October 2020 when Tier 3 restrictions came into force. Salford’s share of this funding is £5.4m for the period from Friday 23 October 2020 to Wednesday 31 March 2022.
To be eligible for the Additional Restrictions Grant support, you must be able to demonstrate that your business meets the following criteria:
Shared accommodation
- Your business must occupy commercial premises in Salford and is responsible for ongoing fixed premises costs i.e. lease or license; and is not liable for business rates
- You must have been in occupation and trading the day before the restrictions were implemented; and
- Your business must be one of the types that has been directly subject to either the Local COVID Alert Level 3 (Tier 3), Local COVID Alert Level 4 (Tier 4) or national lockdown restrictions
Businesses in the supply chain for restricted businesses
- Your business must have been in occupation of commercial premises in Salford and either be liable for the business rates or responsible for ongoing fixed premises costs if the premises are shared;
- You must have been in in occupation and trading the day before the restrictions were implemented;
- Your business must supply goods and services directly to the business sectors that have been restricted by Local COVID Alert Level 3 (Tier 3), Local COVID Alert Level 4 (Tier 4) or national lockdown restrictions; and
- You must be able to demonstrate that your business has been significantly impacted financially by the restrictions placed on the businesses you supply goods and services to.
Businesses that have been directly affected by the restrictions are those in the hospitality, events, hotel, bed and breakfast, leisure and sports facilities, non-essential retail and personal care business sectors
Applicants are advised to check that they do not fall within one of the excluded categories detailed below before applying.
How much money will I get?
The grant awards are in line with the amounts being awarded via the Local Restrictions Support Grant (LRSG) fund. The amount you will receive will be calculated using your annual rent or mortgage liability, or rateable value, and whether your business was instructed to close or could remain open and the period of the imposed restrictions.
You only need to apply for the grant once, the council will determine the amount payable for the periods of either Tier 3 or national lockdown restrictions or both.
The amounts shown in the table are the grant amount payable for a full 14 day period. If the restrictions apply for a shorter or longer period the grant payment will be calculated on a pro-rata basis.

How to apply for the grant?
All businesses will need to fill in an application form and answer all the questions in it and supply:
- A copy of your three most recent monthly business bank statements. This must be dated within the last three months and the same account that you expect the grant to be paid into. It will be used to validate your account details and address.
- Your company numbers. If your business is registered with Companies House, you must provide your company number. You can check this on your certificate of incorporation or find a company number online.
- A signed copy of your lease or mortgage and two most recent rent or mortgage statements;
- Confirmation that you were trading and in occupation in the property on Thursday 22 October 2020 / Wednesday 4 November 2020.
Businesses in the supply chain of restricted businesses must also supply:
- A written statement with supporting evidence to demonstrate that your business supplies goods and / or services to the business sectors that have been directly restricted by government during the Tier 3 and / or national lockdown i.e. non-essential retail, accommodation, leisure, personal care, entertainment and tourism, sports facilities and hospitality businesses). It must also show that supplying these sectors forms the majority of your business activity.
- A written statement with supporting information to demonstrate that your business has been significantly impacted financially by the restrictions placed on the businesses that you supply goods and services to;
- Your business rates bill number if applicable. This can be found on your bill. If necessary you can request a copy bill. For easy access to your bill in future, please register for paperless billing. This means you can easily find and store your bill and still have the option to print it or forward a copy to someone if you need to.

Supply chain to the restricted businesses
You cannot apply for this funding if you:
- have received funding from the Local Restrictions Support Grant for the same restrictions period.
- were not in actual occupation of your business premises on Thursday 22 October 2020 / Wednesday 4 November as applicable;
- have relatively very low fixed ongoing property costs or your tenancy status is fluid. Examples include using a facility on a sessional basis, renting a room, workspace or desk for a limited number of days/hours per week, renting desk spaces in more than one local authority area;
- are operating from domestic settings (including Airbnb operators) or do not have fixed property related costs
- are only using the business premises for the sole purpose of having a registered business address;
- operate bed and breakfasts establishments that have been paid to accommodate vulnerable groups or homeless people during this period (on the basis that they will not have seen a reduction in income);
- are in administration, are insolvent or where a striking-off notice has been made on the date of the first full day of the local restrictions
- have already received grant payments that equal the maximum levels of State aid permitted under the de minimis and the COVID-19 Temporary State Aid Framework;
- are not adhering to the requirements of the Public Health (Control of Disease) Act 1984; and
- are having a detrimental impact on the city, our residents or our neighborhoods, such as where the council is taking enforcement action against a business for a serious offence
Local COVID Alert Level 3 (Tier 3)
Under Local COVID Alert Level 3 (Tier 3) restrictions are imposed on affected businesses as follows:
Businesses that had to close:
- pubs, bars or other businesses that sell alcohol for consumption on the premises
(unless they operate as a restaurant and alcohol is only served for consumption on the premises as part of a substantial meal; alcohol served as room service is excluded, for example in a hotel)
- nightclubs, dance halls, discotheques and other venues that open at night, provide music and space for members of the public to dance
- sexual entertainment venues and hostess bars
- casinos, betting shops, bingo halls and adult gaming centres
- soft play areas and soft play centres (exception for provision of soft play areas to people with disabilities)
Tier 4 and national lockdown imposed restrictions
Under Local COVID Alert Level 4 (Tier 4), or under a national lockdown, restrictions are imposed on affected businesses as follows. The regulations require some businesses to close and impose restrictions on how some businesses provide goods and services. These include:
- Non-essential retail, such as clothing and homeware stores, vehicle showrooms (other than for rental), betting shops, tailors, tobacco and vape shops, electronic goods and mobile phone shops, and market stalls selling non-essential goods. These venues can continue to be able to operate click-and-collect (where goods are pre-ordered and collected off the premises) and delivery services
- Hospitality venues such as cafes, restaurants, pubs, bars and social clubs; with the exception of providing food and drink for takeaway (before 10pm; and not including alcohol), click-and-collect, drive-through or delivery
- Accommodation such as hotels, hostels, guest houses and campsites. Except for specific circumstances, such as where these act as someone’s main residence, where the person cannot return home, for homeless people, or where it is essential to stay there for work purposes
- Leisure and sports facilities such as leisure centres and gyms, swimming pools, tennis and basketball courts, golf courses, fitness and dance studios, climbing walls, archery, driving, and shooting ranges
- Entertainment venues such as theatres, concert halls, cinemas, museums and galleries, casinos, amusement arcades, bingo halls, bowling alleys, skating rinks, go-karting venues, soft play centres and areas, circuses, fairgrounds, funfairs, zoos and other animal attractions, water parks and theme parks. Indoor attractions at botanical gardens, heritage homes and landmarks must also close, though outdoor grounds of these premises can stay open
- Personal care facilities such as hair, beauty, tanning and nail salons. Tattoo parlours, spas, massage parlours, body and skin piercing services must also close. It is also prohibited to provide these services in other peoples’ homes
- Community centres and halls must close except for a limited number of exempt activities as set out below Libraries can also remain open to provide access to IT and digital services - for example for people who do not have it at home - and for click-and-collect
- Places of worship, apart from for the purposes of independent prayer, for funerals or funeral commemorative events, to broadcast an act of worship, to provide essential voluntary services or urgent public support services, for registered childcare, and to host permitted gatherings.
Businesses and venues which can remain open
Other businesses and venues are permitted to stay open, following COVID-19 Secure guidelines. This includes those providing essential goods, including:
- Essential retail such as food shops, supermarkets, pharmacies, garden centres, hardware stores, building merchants and off-licences.
- Petrol Stations, car repair and MOT services, bicycle shops, and taxi and vehicle hire businesses.
- Banks, building societies, post offices, short-term loan providers and money transfer businesses
- Funeral directors
- Laundrettes and dry cleaners
- Medical and dental services
- Vets and pet shops
- Agricultural supplies shops
- Storage and distribution facilities
- Car parks, public toilets and motorway service areas.
