Salford City Council is delighted to offer for sale this attractive late nineteenth century detached property occupying a prominent corner plot at the junction of Eccles Old Road and Lancaster Road.

Method of disposal

The property is to be offered by way of a 250-year lease at a peppercorn rent. Prior to the lease commencing the purchaser will be required to:

  • Secure planning consent for their proposed scheme.
  • Provide satisfactory confirmation that the Lessee has all necessary development finance in place to deliver the Agreed Scheme.
  • Provide payment of the full purchase price and any other statutory payments, including planning contributions, that may be incurred in the acquisition of the subject property.

The Lessee shall accept the demise in its condition at the date from completion of the Lease and shall satisfy themselves as to the suitability of the site for their proposed use.

Appropriate termination provision in the event of default on development obligations will be included in the lease if the proposed scheme is not completed within an agreed timescale from the date of the purchaser securing planning consent. Such provision will be subject to suitable steps in provision for funders.

The lease will contain an absolute prohibition with regards to use as a House under Multiple Occupation (HMO).

Any subsequent long-leasehold’s sold for residential uses will be required to have non-reviewable peppercorn ground rent and for the full terms granted by the council less one day.

The council may consider a longer leasehold interest for a residential proposal where Homes England grant funding is likely to be required.

Salford City Council is aiming to complete the sale/grant of lease on or before 31 March 2023.

Proposal guidance

The preference of Salford City Council as landowner is for the retention and conversion of the existing building, however consideration would be given to full redevelopment where the proposals are of demonstrably high quality and offer tangible financial and sustainability benefits.

Submission requirements

In addition to confirmation of a firm financial offer bidder’s will be required to provide:

  • Comprehensive proposal details and full delivery programme
  • Evidence that sufficient funding is in place to support the purchase price offered and proposal delivery.
  • Confirm timescales for submitting a detailed planning application (if required).
  • Where possible evidence of the successful delivery of projects of a similar scale and value to that proposed.
  • Commentary as to how the proposal/delivery of the proposal will support the council’s Great Eight priorities.
  • Details of any conditionality that the offer may be subject to.

The purchaser will be required to meet the Vendor’s reasonable Surveyor and Legal fees which will both be the greater of £1,500.00 or 1.5% of the purchase price. 

The vendor reserves the right not to accept the highest or any offer that is made.
