Housing planning guidance provides detailed advice on the type, size and affordability of new housing; and the provision of student housing.
Although the guidance does not have the status of the development plan it was adopted by the council in December 2006 following public consultation and is a material consideration in the determination of planning applications.
The council adopted a new planning obligations supplementary planning document (SPD) on 18 June 2015. This SPD includes policy on the provision of affordable housing in new housing developments, and it therefore supersedes the affordable housing policies in the housing planning guidance. As a result of this, the following policies in the housing planning guidance have been cancelled from 18 June 2015:
Policies HOU1 (type of new housing), HOU2 (size of new dwellings) and HOU7 (demonstrating a need for student housing) remain as adopted policies that supplement saved policies of the unitary development plan.

Planning applications for student housing should have regard to the Salford student housing demand study produced by DTZ on behalf of Salford City Council in January 2013.
