Post-submission proposed modifications (May 2022)

The Salford Local Plan: Development Management Policies and Designations was adopted by full Council on 18 January 2023. It now forms part of the statutory development plan for Salford and replaces all of the saved policies of the Unitary Development Plan.

The Publication Salford Local Plan: Development Management Policies and Designations plan was submitted to the Secretary of State for examination on 30 June 2021 and hearing sessions started on Tuesday 7 December 2021 and finished on Thursday 16 December 2021.

During the examination of the plan, the need for some changes to some of the policies was identified. These changes are referred to as ‘proposed modifications.’ The proposed modifications were published on 30 May 2022 and comments were invited on these until 11 July 2022.

The proposed modifications are presented in three separate documents:

  • Main Modifications: A schedule of changes that are necessary to make the plan sound
  • Additional Modifications: A schedule of minor changes to correct errors or improve clarity
  • Policies Map Modifications: A schedule which describes the proposed changes to boundaries on the Policies Map and includes inset maps showing these changes. Alongside this, an updated version of the Policies Map has been published which incorporates these changes.

The format of the modification documents are in line with guidance published by the Planning Inspectorate (paragraph 7.7). 

Alongside the proposed modifications, the following documents were published:

  • Accessible versions of the Main Modifications and Additional Modifications documents
  • An updated version of the whole plan which shows all the proposed modifications together in one place
  • Supporting documents to consider the impact of the proposed modifications. These include further updates to the Sustainability Appraisal and Habitats Regulations Assessment.

The proposed modifications and supporting documents can be viewed in the examination library.

The Planning Inspector considered the comments received to the Main Modifications and then issued a report to the city council on 3 November 2022. The report sets that the plan is ‘sound’, as defined in national planning policy, and legally compliant and identifies Main Modifications necessary to make the plan sound.

The adoption of the plan will be a decision for Full Council. The estimated date for adoption is January 2023.
