Salford City Council is currently in the process of preparing a local plan development plan document (DPD).
Under section 19(5) of the Planning and Compulsory Purchase Act, the local plan must be subject to a sustainability appraisal (SA) throughout its production, ensuring that it is fully consistent with and helps to implement the principles of sustainable development. The SA scoping report represents the first stage in the SA/strategic environmental assessment (SEA) process and provides a framework to appraise the emerging plan in these terms.
An initial draft SA scoping report was published for public consultation for a nine week period between 8 February and 12 April 2013. The SA scoping report was subsequently revised and updated, having regard to the comments received. The revised SA report also included the city council's formal determination that the SA will incorporate a strategic environmental assessment in accordance with the requirements of European Directive 2001/42/EC.
