Supplying the council

Purchasing (or procurement) of goods, services or works by the council will always be undertaken using an open and transparent process.

All contracts awarded will be subject to the council's competitive process, procedural rules and all European and national legislation. As part of this process the council's procurement team will look to secure the best value for money option together with the highest quality outcomes.

The council's contracting opportunities are advertised on The Chest web based procurement portal.

We recognise the role that procurement has to play in achieving our social, economic and environmental objectives. The City Mayor's employment charter also encourages companies to sign up to the Living Wage.

Of particular importance to us is the creation of employment and training opportunities during the performance of a contract and the beneficial effect that can have in the regeneration of our communities.

We want to help increase the capacity of local Small and Medium Enterprises (SME) firms, helping them become 'fit to compete' and secure contracts from main service providers. It is hoped that this will generate increased workloads, which will in turn help local employment and create other community benefits.

We want to work with our contractors and suppliers to encourage them to identify and minimise the environmental impacts of their activities including the production of waste, consumption of energy and the use of environmentally damaging materials. This can be achieved through awareness raising and encouraging the development of an environmental policy and environmental management system.

We are committed to non-discrimination in our procurement, with fair and transparent procedures and equal treatment of all potential suppliers.

The council has developed robust tender and evaluation processes based upon an understanding of what clients and service users want.

During performance of a contract, suppliers can expect to have their performance monitored and to have to meet key performance indicators. This will be part of the specified contract management arrangements.
